Salary RangeFrom $65001 to $82656 Annually
Minimum Qualifications A bachelor’s degree and two years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. A master’s degree may substitute for one year of the experience.

Duties Description The incumbent will report to the Office of Counter Terrorism’s Critical Infrastructure Unit. Duties include but are not limited to:
• Perform Homeland Security Analysis focused on Counterintelligence. Homeland security analysis includes, but is not limited to, analysis of analysis of tactics and trends; infrastructure security trend analysis; program evaluation; physical and cyber security risk convergence; threat analysis; physical or cyber security risk assessments, or emergency management analysis; or any other public safety analysis as appropriate.
• Assess Counterintelligence issues, which includes, working with internal and external partners, reviewing, evaluating, and commenting on topics such as economic espionage, elicitation and insider threats.
• Support the development and delivery of Counterintelligence Awareness and Security Briefings to designated critical infrastructure, local government (i.e. law enforcement), education, and private sector entities.
• Conduct analysis on foreign collection methods and support development of indicators and countermeasure resources.
• Maintain open lines of communication with designated entities and serve as a conduit between the New York State Intelligence Center and these entities to ensure that useful intelligence products are being delivered and explained.
• Facilitate authorization of State agency meetings with foreign nationals by assisting with analysis of proposed meetings and vetting notifications and reviews in collaboration with the State Intelligence Center and FBI and analysis of meetings as appropriate.
• Work with a multi-disciplinary team and developing and maintaining positive relationships with agency partners, including public and private sector entities.
• Plan, organize and conduct analytical assessments.
• Support planning, organizing, and conducting assessments of organizations’ security posture, which includes, traveling to job sites, reviewing, evaluating, and commenting on security policies and practices; make recommendations to improve security and discover potential failures.
• Maintain a detailed knowledge base of document handling procedures and complying with federal, state, and DHSES specific policies and protocols.
• Conduct comprehensive research on security trends and liaising with security industry experts to maintain knowledge of trends and techniques, with an emphasis on Counterintelligence.
• Support research, analysis and writing activities in physical and cybersecurity as required and assigned.
• Develop and maintain positive relationships with agency partners, including public and private sector entities.
• Develop correspondence, draft policy, white papers, standards, bulletins, advisories, and presentations on assigned topics.
• Participate in professional development opportunities and maintain certifications to validate proficiency.
• Work with sensitive information, requiring the ability to obtain a National Security Clearance.
• Assist in disaster response and recovery activities as required and assigned.
• Perform additional duties as required, including those of an emergency nature.
• Travel will be required.
• Possession and maintenance of a valid Driver's License issued by the NYS Department of Motor Vehicle is required.
Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
