Minimum Qualifications Permanent Transfer Candidate: Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive service as Health Care Surveyor 3 (Nursing) G22, OR current NYS employee with one year of permanent or contingent-permanent, competitive service in a title G20 or higher and eligible to transfer under Section 70.1 or Section 52.6 of Civil Service Law and able to meet the below non-competitive requirements.

Non-Competitive Candidates: Possession of a license and current registration as a registered professional nurse in NYS; and three years of post-licensure, specialized professional administrative or professional clinical experience.

Substitution: a bachelor's degree in nursing may substitute for one year of post-licensure clinical nursing experience; and a master's degree in nursing may substitute for two years of post-licensure clinical nursing experience.

Preferred Qualifications: Nursing experience in hospitals and/or diagnostic and treatment centers, knowledge of State and federal regulations applicable to Hospitals and Diagnostic and Treatment Centers, and familiarity with New York State facility licensure and surveillance activities and the New York State Certificate of Need (CON) process. Familiarity with the Centers for Medicare and Medicaid Services regulatory requirements. Excellent communication, written, and organizational skills. Ability to function independently, as part of a team. Ability to be flexible, change work assignments with short notice, and accept additional assignments to meet program needs.

Duties Description The individual in this position will work in the Division of Hospitals and Diagnostic and Treatment Centers (DHDTC) and report to the Bureau Director for the Division’s Certificate of Need, Licensure and Federal Certification Program. The position is located at 875 Central Avenue Albany, NY. This individual is responsible for the following activities: Using the New York State Electronic Certificate of Need Program (NYSE_CON), conduct Certificate of Need Reviews for Full Review Applications.

Review Certificate of Need Limited Review Applications and Administrative Review Applications for completeness and accuracy .

Review and approve CON project modifications.
Participate in process improvement projects undertaken by the Division.
Supervision of Subordinate staff.
This is a full time position. Travel within New York State may be assigned.

Additional Comments Posted salary range includes the statutory hiring rate at Step 4 and job rate for PS&T Grade 22 ($90,464 - $101,197), and an additional Geographic Pay Differential of $20,000
Non-competitive appointment via the HELPS program.
This position requires travel, including to locations that may not be serviced by public transportation.
