Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.

NY HELPS Non-Competitive Minimum Qualifications:

For Trainee 1:
A *bachelors or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses AND 6 semester credit hours in data processing/information technology/computer science.

NOTE: Certain courses such as Business Law, although taken as part of the accounting curriculum, are not counted towards the 24 semester credit hours.

For Trainee 2 you must also have:
Either 1. One year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR

2. A *master's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses AND 6 semester credit hours in data processing/information technology/computer science; OR

3. Possession of a valid Certified Information Systems Auditor designation by the Information Systems Audit and Control Association (ISACA).

For Auditor 1 (Fiscal Systems) Full performance level:
Either 1. Two years of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR

2. A *master's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses; AND 6 semester credit hours in data processing/information technology/computer science AND one year of professional experience in accounting/auditing performing analysis and evaluation of automated information systems in a financial environmental, including platforms, network infrastructure, and operational practices; OR

3. Possession of a valid Certified Information Systems Auditor designation by the Information Systems Audit and Control Association (ISACA).

70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 12 or higher determined to be similar by Civil Service. Candidates must also possess a *bachelors degree or higher including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses AND 6 semester credit hours in data processing/information technology/computer science.

52.6 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 12 or higher determined to be administrative by Civil Service. Candidates must also possess a *bachelor's or higher degree including or supplemented by 24 semester credit hours in accounting, auditing, and/or taxation courses AND 6 semester credit hours in data processing/information technology/computer science.

Duties Description STANDARD DUTIES:
Standard Duties:
Primary duties involve required tasks to ensure DOL compliance with IRS publication 1075 – Safeguarding Federal Tax Information (FTI).
Maintaining up-to-date listings of staff and contractors who have direct or incidental access to FTI to ensure they are properly reported and compliant with IRS Confidentiality training. Update training content when applicable.
Perform required FTI inventory reviews, internal inspections of program areas who have direct access to FTI, access reviews of servers and files where FTI is stored etc...
Participate in risk assessments.
Compile detail for required IRS reports.
Assist in the compilation, required follow-ups and review of Corrective Action plans and the annual IRS Safeguards Security Report.
Update procedures where necessary.
Work on special assignments as needed.
