Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
Applicants must possess three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law.
Duties Description The incumbent will report to the Office of Interoperable and Emergency Communications (OIEC) Unit. Duties will include but not be limited to the following:
• Organize, maintain, and update documentation for multiple projects and Office initiatives.
• Coordinate logistics of multi-agency conferences, meetings, working groups, board meetings, & trainings, including centralized travel for non-OIEC employees.
• Maintain, track, and organize required items and equipment within the unit.
• Track scheduling and maintain daily organizational deployment briefs for the office.
• Act as a liaison with other Local, State and Federal partners to keep communication contact and operational readiness.
• Prepare and deliver comprehensive written and verbal status reports, presentations, correspondence, and related data as required.
• Participate in the creation of Office Standard Operating Guides.
• Assist the Office in creating plans and procedures related to Next Generation 911.
• Provide support to the EOC or field staff during emergencies under the ESF-2 function or as assigned by the Division.
• Perform other duties and special projects as required.
• May be asked to travel (approximately 10%) in support of OIEC's Communication Training unit (COMU), outreach, project support, or in support of field operations during emergency activations and planned events including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.
Additional Comments **There is no examination required for appointment to a NY HELPS position. Candidates hired before May 2024 will be appointed on a temporary basis. In May 2024, satisfactory employees will receive permanent, non-competitive appointments and will begin a probationary period.
At a future date (within one year of permanent appointment), it is expected that NY HELPS employees will have their non-competitive employment status converted to competitive status, without having to take an exam. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
