Minimum Qualifications NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


NON-COMPETITIVE MINIMUM QUALIFICATIONS:

On or before the date of filing your application, you must be licensed and currently registered by New York State as a Licensed Psychologist.

You must submit a copy of your current New York State registration certificate to practice psychology with your NYS-APP.

70.1 TRANSFER QUALIFICATIONS:

One year of permanent, contingent permanent service as a Psychologist 2, Associate Psychologist or Licensed Psychologist and you must be licensed and currently registered by New York State as a Licensed Psychologist.

For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for a 70.1 transfer as detailed above.

Duties Description Employee Health Service (EHS) is responsible for medical examination services, including pre-employment, fitness-for-duty / return-to-work, and occupational health examinations, for all New York State departments and agencies. In addition, Health Service Nurses perform occupational health screening and immunization services throughout the State. This position will play an important role in helping to ensure the health and safety of employees throughout New York State agencies.
The Licensed Psychologist duties in Employee Health Service Division will include but are not limited to the following:
* Periodic travel may be required.
* Conduct psychological evaluations and testing services.
* Reviewing and interpreting the results of MMPI-2-RF (Minnesota Multiphasic Personality Inventory - 2 - Restructured Form) and other related instruments used for psychological testing, completed by pre-employment candidates, to determine whether the individuals are qualified for various positions.
* Conducting face-to-face psychological evaluations for New York State employees and prospective employees who have been referred by their employing agency to EHS.
* Administering, scoring, and interpreting the results of psychological testing from New York State employees who are referred to EHS for return-to-work and fitness-for-duty evaluations.
* Testifying at hearings and administrative proceedings regarding evaluations performed.
