Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required, but all candidates must meet the non-competitive minimum qualifications for this title. At this time, OTDA may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive, and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Eligible for a lateral transfer or eligible for transfer under Section 70.1 of the Civil Service Law by having one year of permanent competitive service in an appropriate title. NON-COMPETITIVE QUALIFICATIONS
For Trainee 1, a bachelor’s or higher degree.
For Trainee 2, a bachelor's degree and one year of professional experience conducting comprehensive audits of the management, program, and fiscal affairs of local social services districts and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with Federal and State statutes, regulations, and billing protocols.
Substitution: a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
For the Full Performance Level, a bachelor's degree and two years of professional experience conducting comprehensive audits of the management, program, and fiscal affairs of local social services districts and of providers of health care or other services; and performing eligibility reviews of applicants for and recipients of public assistance for the purpose of determining compliance with Federal and State statutes, regulations, and billing protocols.

Duties Description The specific duties of the Management Specialist 1 position for the Treasury Offset Program (TOP) include, but are not limited to, the following:
• Review all TOP appeal requests and work with local social services district staff to determine if Supplemental Nutrition Assistance Program (SNAP) overpayments are appropriate for referral to TOP;
• Serve as the main point of contact for all client questions, complaints, and appeals related to the Treasury Offset Program;
• Answer questions and follow up with district staff and other state staff to ensure the Treasury Offset Program continues to run correctly and efficiently;
• Serve as project’s contact point/liaison for local district staff and the US Department of Agriculture (USDA) Food and Nutrition Service (FNS) staff;
• Maintain and update the TOP Tracking System within the Welfare Management System (WMS) and the United States Department of Treasury’s TOP online system;
• Analyze and review SNAP overpayment information in Cash Management Subsystem (CAMS);
• Facilitate biweekly TOP Workgroup meetings to discuss ongoing technical and policy matters;
• Prepare annual extract file in conjunction with Information Technology Services (ITS) in order to reconcile Federal and State debt balances; and
• Produce monthly status reports.
Additional Comments A full-time, contingent permanent or temporary appointment will be made. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates must be legally authorized to work in the United States.
