Minimum Qualifications Non-Competitive: Seven years of qualifying experience as a law enforcement officer or law enforcement trainer in a local, state, or federal agency. An associate degree or 60 credit hours may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree or higher may substitute for five years of experience. All qualifying experience must have been gained after basic/recruit training.

Promotional: One (1) year of service as Public Safety Program Specialist 1, SG-18.

Duties Description Under the direction of a higher-level Public Safety Program Specialist within the DCJS Office of Public Safety, Law Enforcement Strategic Assistance Unit’s Evidence Based Training and Innovation section, the Public Safety Program Specialist 2, SG-23 will manage Special Projects under the unit’s purview. This position will provide day-to-day coordination, management support, and direct supervision of section staff that provide direct support of Special Projects within the unit. The PSPS2 will be responsible for coordinating the management, planning, development, and delivery of the annual DCJS Public Safety Symposium with other DCJS offices and contracted vendors. The PSPS2 will also partner with multiple DCJS program areas, academics, local law enforcement, crime analysts, and community partners on other projects. The incumbent may also supervise additional staff. Specific duties may include, but are not limited to:
• Provide day-to-day coordination and supervision of Special Projects operations including project management and cross-unit collaboration.
• Assist in the programmatic development of multiple special projects within unit, creating operational guidelines and facilitating subject matter expert (SME), and stakeholder coordination.
• Assist in identifying and coordinating the facilitation of appropriate training and technical assistance as required.
• Review and analyze criminal justice policy, programs, legislation, and research studies.
• Produce weekly, monthly, quarterly, and annual reports, project updates, and other documentation using Microsoft processing methods for use in reports to supervisors.
• Manage symposium travel schedules, instructor hotels, event expenditures, and complete and process post-travel financial documentation as required.
• Provide fiscal and administrative oversight by facilitating contract development, requests for proposals development, including solicitation and administration of proposals and quotes.
• Manage and maintain strong working relationships with a broad set of stakeholders, including local law enforcement, crime analysts, city officials, support services, and community partners.
• Collaborate with staff and vendors to establish event goals and objectives; develops and recommends event operating procedures; establishes and manages event planning timelines; creates task assignments; and proposes resources needed to execute event.
• Determine fiscal requirements for events, prepares budgetary recommendations, and negotiates terms with vendors.
• Work with agency partners to create promotional or other printed materials.
• Oversee and facilitate event briefing and coordination of speakers/presenters.
• Provide leadership, direction, and coordination among speakers, staff, and volunteers during event program/production.
• Prepare post-event analysis to assess opportunities and make recommendations for improving events and services to internal and external constituencies, and to implement recommendations as appropriate.
• Seek out innovative and creative ideas for events through research, networking, and continuing education.
• Identify program challenges and propose solutions.
• Promote all the Governor’s criminal justice initiatives along with the services of DCJS to local law enforcement and prosecutorial agencies.
• May perform the full range of supervisory responsibilities.

Additional Comments Approximately 20% travel may be required. This position may require travel to locations not serviced by public transportation.
