Duties Description The Newborn Screening Program tests every child born in New York State for 50 congenital conditions with over 12 million test results reported annually. Babies are screened for a variety of diseases, some of which are not readily identified at birth. When left untreated in the first week or month of life, certain diseases can result in illness, intellectual disability, and in some cases, death. On average, over 1,000 specimens are tested daily by newborn screening staff. The timely reporting of these test results is critical, any delay in the performance and reporting of newborn screening test results will have an immediate impact on the health of affected babies, some of which may result in devastating health consequences, and possibly death for those seriously compromised. The incumbent will perform demographic data entry for specimens received for testing at the Wadsworth Center, Newborn Screening Program located in the David Axelrod Institute (DAI) at 120 New Scotland Avenue, Albany. There is free onsite parking. Responsibilities include: perform patient demographic data entry, document telephone interactions with providers, prepare and process various reports, letters, correspondence and documentation. Telecommuting may be considered after the training period and can be discussed during the interview.

*This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.

The NYS Department of Health is committed to making New York a safer, healthier, and more equitable place to live. Understanding health equity, social determinants of health and health disparities is critical to accomplish our goal of eliminating health disparities.
