Minimum Qualifications Permanent Transfer Candidates:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.
Non-Competitive Minimum Qualifications (NY HELPS Program):
A bachelor's degree and two years of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.
A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
Preferred Qualifications: Must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with all internal and external stakeholders. In addition, the ideal Candidate must have excellent writing and editing skills and be able to effectively interpret laws and regulations governing skilled nursing facilities in New York State.
Duties Description The Health Systems Specialist (HSS) 1 will be responsible for the general office management and clerical oversight of nursing home surveillance activities, ensuring and monitoring the technical components of survey related ASPEN software activities, and all aspects of survey correspondence. The HSS 1 will schedule and coordinate program surveillance activities, be involved in the plan of correction approval and survey closure process and oversee department training and equipment/supply needs; Other job duties include serving as a member of a survey or investigative team; investigating patient complaints and other complaints concerning facilities, individuals and health care professionals including conducting interviews of patients, family members and health care professionals; reviewing medical records for quality assurance purposes; reviewing quality assurance and discharge planning efforts. In the event of a health care emergency (e.g., a strike or disaster), you may be assigned to monitor patient care. In addition, you would be expected to write clear and concise reports using agency software; be prepared to testify regarding your findings; utilize computer systems to evaluate medical data. Extensive travel may be required.
Additional Comments Candidates for Nursing Home Surveillance positions must pass SMQT(Surveyor Minimal Qualifications Test) within first year of employment. Training will be provided prior to scheduling of examination.
This position requires travel including to areas that may not be serviced by public transportation.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
