This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Note: If there is a viable promotion list (three acceptors) for this position, candidates who qualify for transfer under Section 70.4 or are applying under the NY HELPS or 55 b/c programs cannot be considered.
Minimum qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):
A New York State Professional Engineer’s license and current registration AND either a qualifying bachelor’s degree as listed below OR one year of full-time qualifying engineering experience as listed below.
Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Electrical Engineering, Electrical Engineering Technology, Electrical Power Engineering, Environmental Engineering, Environmental Engineering Technology, Environmental Design Engineering, Environmental Resources Engineering, Environmental Systems Engineering, Forest Engineering, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Mechanical Engineering, Mechanical Engineering Technology, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees.
Qualifying experience: One year of full-time engineering experience in the design and construction of parks, roads, bridges, recreational facilities, water and/or wastewater treatment facilities, OR One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems.
Duties Description Conduct inspections and monitor and evaluate activities at Division of Water (DOW) regulated facilities to ensure compliance with applicable regulations. Evaluate permit applications, engineering reports, plans and specifications to determine compliance with regulatory and technical design standards. Perform engineering analyses of facility designs and operations, analyze monitoring data and work to develop acceptable solutions. Provide outreach, technical assistance and training to the regulated community and other stakeholders, including providing technical presentations. Respond to and investigate complaints from the public. Take a lead role in development of regulations, policies, and guidance documents for DOW programs as needed.
Prepare inspection reports and communicate results to facility operators and consultants. Initiate enforcement actions as appropriate. Prepare and present results of analyses, inspections, and research assignments to managers and other Department staff. Develop, review and renew permits for consistency and conformance with regulations, policies, and procedures. Must be able to communicate effectively and interact with the Federal, State and local government agencies, engineering firms, various non-governmental groups, and the public. Must be able to manage multiple projects. Must be able to read and interpret regulations, technical documents and engineering plans. Must have strong verbal and written communication skills. Supervise entry level DOW staff as assigned.
Must be able to work additional hours and travel as needed including overnight.
Although infrequent, must be available for emergency response outside of usual business hours.
Must be competent with Microsoft Excel, Word and Power Point. Experience with GIS is favorable.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must be able to lift and move objects up to 50 pounds. Must be able to work additional hours and travel as needed including overnight. Although infrequent, must be available for emergency response outside of usual business hours. Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
