Minimum Qualifications Transfer: New York State employee with one or more years of permanent or contingent-permanent service as a DPPR 2, Grade 18, or one or more years of permanent or contingent-permanent service in a title eligible for transfer to DPPR 2, Grade 18, under Section 70.1 of the Civil Service Law.

NY HELPS: Five years of emergency management experience coordinating and implementation emergency management and disaster preparedness programs; preparation or modification of disaster plans; preparing, modifying, and presentation of disaster educational training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System; and/or managing or supervising logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies. Substitutions: an associate's degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate degree in a related field can substitute for six years of experience.

Preferred Qualifications: The preferred candidate will have knowledge of local health department and healthcare system emergency preparedness responsibilities in New York State; completion of Federal Emergency Management Agency (FEMA) Incident Command System courses 100, 200, 700 and 800.

Duties Description The Disaster Preparedness Program Representative 2 position will manage the Department's Medical Emergency Response Cache (MERC) program; develop and maintain policies and procedures for the deployment of MERC assets; and manage field asset deployment under the Department's control during public health emergencies and incident response events.

This position will also identify and assess possible staging areas for future MERC supply deployments during health emergency events and travel to sites. Functions will also include participation in State and federal emergency response trainings, coordination of response and asset deployment with other State agencies during emergencies, and coordination of the Department’s implementation of the federal Health & Human Services Strategic National Stockpile (SNS) CHEMPACK program.
