Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• For Librarian 1: have a master’s degree from a program accredited by the American Library Association
• For Senior Librarian (Technical Processes): have a master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience in a medium to large library environment where your primary duties includes: acquiring library materials; acquiring, classifying and describing government documents from a federal or state agency for addition to the library’s collection; working with digital content, processes, policies, storage and access; or cataloging library materials using one or more of the following metadata standards: RDA, Dublin Core, MODS, or METS.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Librarian (Technical Processes).

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• For Librarian 1: have a master’s degree from a program accredited by the American Library Association

For provisional appointment, candidates must have a master’s degree from a program accredited by the American Library Association and two years of full-time post-degree professional librarian experience in a medium to large library environment where your primary duties includes: acquiring library materials; acquiring, classifying and describing government documents from a federal or state agency for addition to the library’s collection; working with digital content, processes, policies, storage and access; or cataloging library materials using one or more of the following metadata standards: RDA, Dublin Core, MODS, or METS. Provisional candidates must take the examination for Senior Librarian (Technical Processes) when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

PREFERRED QUALIFICATIONS: Preference may be given to candidates who have previous experience with SirsiDynix’s Integrated Library System, acquisition of serials, creating serials control records, original cataloging, and familiarity with the Federal Depository Library Program (FDLP) is preferred.

Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education is seeking candidates for a Senior Librarian (Technical Processes) position in the New York State Library (NYSL). Under the direction of the Associate Librarian (Technical Processes), the incumbent of this position serves as the Government Documents Librarian and is responsible for overseeing the New York State Document Depository Program and the regional Federal Depository System in New York State. Duties of this position include, but are not limited to, the following:
• Maintain adherence to State and federal requirements to ensure access to state and federal information including management and processing of State and federal documentation in all formats;
• Create serials control records and conduct original cataloging on all government publications using Resource Description and Access (RDA) guidelines;
• Collaborate with the Digital Preservation Librarian to make sure born digital publications are properly archived and preserved following NYSL policies and procedures;
• Provide support and outreach to New York State agencies regarding deposit of their official publications at the NYSL;
• Respond to questions and provide guidance to selective federal depository libraries in New York State regarding the FDLP;
• Manage the NYSL’s eXchange process and oversee the Government Publishing Office (GPO) eXchange program in New York State;
• Provide support to the Regional Coordinator working with FDLP and GPO staff, responding to information requests/surveys and, assessing New York State federal depository libraries;
• In coordination with the Digital Services Unit, review, create, and maintain content on the NYSL’s website and social media platforms related to the New York State Document Depository Program and compile and distribute emails related to the programs and services;
• Provide information services five hours per week as the Government Documents Librarian to a diverse public onsite, by telephone, and via email; and
• Conduct site visits to New York State Government agencies and Selective Federal Depository Libraries across New York State to educate and engage stakeholders and support the programs.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a contingent permanent competitive appointment, contingent permanent noncompetitive appointment, or a temporary provisional appointment. The work schedule for this position includes flexible hours Monday through Friday, between the 8:00am to 5:00pm.

This position may be filled as a traineeship. The starting salaries for this position is outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $53,546 (Trainee 1/Librarian 1) - NS equated to SG-15)
• $59,724 (Trainee 2/Librarian 2)- NS equated to SG-17)
• $66,527 (Full Performance level/Senior Librarian Technical Processes SG-19)

This position leads to a maximum salary of $84,496 based on annual performance advances and traineeship advances.
