This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Minimum Qualifications (provided for transfer under Section 70.4 or applicants seeking to apply under the NY HELPS or 55 b/c programs):

Duties Description The incumbent will support various responsibilities of the Resource Management & Administrative Support Group of the Division of Materials Management (DMM) including, but not limited to:
• Conducting management and organizational studies and surveys to develop appropriate recommendations for management improvements.
• Monitoring and analyzing revenue and cash spending projections and procedures.
• Serving as DMM’s Internal Controls Officer to facilitate proper internal controls and reporting and evaluate and ensure internal controls program complies with necessary laws, rules and regulations.
• Coordinating, analyzing and tracking DMM efforts for incorporating the Department Strategic Plan initiatives and process improvement efforts into routine program functions.
• Monitoring and analyzing Division timesheets and TDS system data for staff to ensure use in individual program development, program evaluation, and workplan development and implementation.
• Reviewing, coordinating, and updating DMM organizational policy, administrative and procedural manuals and developing new policy documents where applicable, including but not limited to, Policy Manuals, Program Evaluations and providing technical assistance to program managers in implementing new or revised administrative processes.
• Serving as the DMM Policy coordinator for all DMM Program areas, including but not limited to, Solid Waste, Hazardous Waste, Radiation, Waste Reduction and Recycling, Pollution Prevention, and Pesticides.
• Serving as the DMM Legislative Coordinator, working with each of the DMM program areas on tracking and analyzing the impact on legislative proposals and coordinating with Legislative Affairs.
• Working with the DMM Business Systems Analyst, document the current systems and information flow for the various DMM program processes to evaluate effectiveness and prepare and provide recommendations for improvements.
• Monitoring and implementing the DMM records management program for filing, protection, and retrieval of records.
• Assisting with tracking of assignments and responsibilities for management.
• Assisting with the submission of tracking materials and documents that require DMM program leadership approval.
• Performing other duties and special projects as required.
