Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.


At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:
One year of experience where most work time is spent performing various communication tasks centered on customer service, and primarily, but not exclusively, deal with the general public.

Competitive Minimum Qualifications:
Current New York State Department of Health employee with permanent or contingent permanent status as an Office Assistant 2, Grade 9, OR current New York State employee with one or more years of permanent or contingent-permanent status in a title at or above a Grade 7, and eligible for transfer under Section 70.1 of the Civil Service Law.

Provisional: Current NYS Department of Health employee with one year or more of permanent or contingent-permanent, competitive service or 55-b/55-c service in an office assistant, clerical, or keyboarding title allocated to Grade 6 or higher. Preferred Qualifications: Preferred qualifications include familiarity with the Microsoft Office Suite, Medicaid program knowledge, and/or proficiency in the eMedNY system. Previous experience in supervision and call center operation is desirable.

Duties Description The OA2 role involves maintaining strong vendor relations, ensuring compliance with contractual obligations and performance metrics. Facilitating effective communication between vendors and the department, the incumbent will address and resolve various issues or challenges that may arise. The position entails coordinating recruitment activities, managing coverage scheduling to meet staffing needs, and providing supervision to contract staff to ensure policy adherence and achievement of service-level objectives. The incumbent will be responsible for preparing comprehensive and accurate weekly reports, offering timely insights and updates on relevant activities.

Additionally, the role includes providing unit support and guidance to ensure optimal customer service for Medicaid providers and members. The position is cross-functional and necessitates collaboration with multiple units and/or bureaus. Further duties may be assigned based on organizational needs, leveraging the individual’s experience and skills.

Additional Comments If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service in an office assistant, clerical, or keyboarding title allocated to Grade 5 or higher. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.

The Office Assistant 2 (OA2), grade 9, will be assigned to the Operations and Regulatory Management Bureau within the Division of Medical and Dental Directors (DMDD). This bureau provides operational support to the Division’s Bureau of Medical Review, Dental Review, and Medical Indemnity Fund. The Division is responsible for the pre-payment evaluation and adjudication of provider claims, authorization and policy management for dental and durable medical equipment, coordination of the Medical Indemnity Fund, authorization for private duty nursing service, and operation of call center operations.
