Minimum Qualifications Non-Competitive: Six years of experience in the review, investigation, and/or evaluation of compliance with equal employment opportunity laws, rules and regulations; in the planning, development, implementation, and review of programs dealing with equal employment opportunity, human rights, affirmative action, minority business program coordination, and/or labor relations directly relating to affirmative action; or in the development and administration of programs designed to facilitate minority community access to employment or business opportunities in the public and private sector. A Bachelor’s degree may substitute for four years of experience. A Master’s degree may substitute for one year of experience.

Duties Description Under the direction of the Pre-Award Supervisor of the Office of Construction, the incumbent will assist with and perform the activities associated with the Office of Construction’s Civil Rights Pre-Award Unit and Engineering Design Consultant Contracts. The Office of Construction Pre-Award unit is responsible for the review and analysis of the Contractor's compliance with all Federal and/or State Civil Rights requirements prior to award of construction contracts. Duties will include, but not be limited to:

• Review and analysis of DBE/MBE/WBE/SDVOB Participation submittals.

• Assist with data entry maintenance and testing the Department’s Civil Rights reporting software EBO.

• Assist with monitoring contract information reported via the Department’s Civil Rights reporting software EBO.

• Assist with providing support, assistance and training to Contractors, Regional Construction and Compliance staff in the use of the Department’s Civil Rights Reporting Software EBO.

• Abstract information from different sources and compile and interpret data.

Prepare narrative and statistical reports describing and documenting findings.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.
