Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

• Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

*Minimum Qualifications Substitution: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; or a bachelor's or higher level degree in any field and three years of experience; or an associate degree with 15 semester credit hours in a computer science field and four years of experience.

In addition to the minimum qualifications listed above, candidates must also have:

• 1 year to 2 years’ experience with J2EE
• 1 year to 2 years’ experience in Oracle PL/SQL
• 0-3 months to less than 1 year experience in JavaScript

Current NYS Employee: Reachable on the Civil Service Eligible List for Information Technology Specialist 3, OR permanent or contingent-permanent status as an Information Technology Specialist 3 OR eligible for transfer.

Preferred Qualifications:
• Experience with any of the following: C#, Java, Web Server Administration, Oracle Software Administration, Unix OS, and Networking.
• Experience in Web Logic Server, Web Center Portal, Web Center Content.
• Experience in Low Code/No-code Development technologies (LCAP).
• Experience in Business Process Automation (BPA).
• Experience with API: REST and SOAP.
• Experience with Oracle APEX.
• Ability to handle multiple tasks at once and prioritize those tasks appropriately.
• Experience in Unix shell scripting.

The Office of the Attorney General (OAG) is seeking an Information Technology Specialist 3 to work within our Custom Web Applications Development team of the Enterprise Applications unit. The incumbent will be responsible for all the aspects of web applications development, which includes requirement gathering, development, testing, migration, and post-production support. In addition, this position requires day to day maintenance of legacy applications, break fix, identify problem areas, and solution to problems. Duties may include, but are not limited to, the following:

• Maintain existing web applications developed using: Spring, Oracle ADF, ORACLE APEX, Struts, Java, JSP, Servlet, HTML, XML, CSS, react, JavaScript, jQuery.
• Develop new applications following WCAG and OAG security standards.
• Write well designed, test worthy, efficient code by using industry standard software development practices.
• Create complex SQL queries to extract data to meet user specifications.
• Work with Business Analysts to gather and refine specifications and requirements based on technical needs.
• Prepare comprehensive test plans and conduct QA testing.
• Interact with end-users and other IT staff to troubleshoot problems. Assist with user training and support. Develop and/or modify application technical and end-user documentation.
• Create application documentation and architecture diagrams as per defined standards.
• Supervise ITS-2 and/or HBIT consultants.
• Troubleshooting data flow issues, analyze server logs and custom application logs.
