Minimum Qualifications Bachelor's or higher degree.

Transfer Candidates: Current NYS Department of Health (DOH) employee with permanent or contingent permanent status as a Health Program Administrator (G-18); OR current New York State employee with one year or more of permanent or contingent permanent, competitive service in a title eligible to transfer.

Preferred Qualifications: The preferred candidate will have experience using the Statewide Financial System (SFS), including adding funding to contracts and purchase orders; fiscal management practices including budgeting, reporting, and tracking program expenses and revenue; advanced knowledge of Microsoft Excel including functions used to analyze data and improve workflows; and strong analytical, organizational, and written and verbal communication skills.

Duties Description This Health Program Administrator (HPA) position is in the Division of Nutrition (DON), Bureau of Supplemental Food Programs (BSFP), Fiscal Management Section (FMS). The FMS is responsible for fiscal oversight and management of the New York State (NYS) Special Supplemental Nutrition Program for Women, Infants and Children (WIC). Currently, the NYS WIC Program serves a monthly caseload of approximately 425,000 participants.

The incumbent will assist an HPA 1 and perform the various functions of the fiscal unit, which will primarily consist of processing vouchers for grant contracts and miscellaneous services contracts. This will include adding funding to contracts and purchase orders in the Statewide Financial System (SFS). The incumbent will also assist with providing fiscal oversight over the WIC Program, which will include assisting with grant management and funding allocations, the preparation and submission of required monthly and quarterly federal reports, and the preparation of WIC program income and expense projections.
