Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). *

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are having a New York State Land Surveyor’s License and current registration.

Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.
Promotion: New York State Surveyor’s license and current registration, and one year of service as an Assistant Land Surveyor. A master’s degree may substitute for one year of professional experience.

Appointees will be required to have a valid license to operate a motor vehicle in New York State or
otherwise demonstrate your ability to meet the transportation needs of the job.

Duties Description As a Professional Land Surveyor 1, you would exercise independent professional judgment as a Department expert on complex highway or state land boundary determinations. Under the direction of the Regional Land Surveyor, the incumbent will supervise and/or perform a variety of Land Surveying duties that may include but are not limited to:
• Supervising the Regional Survey Unit and/or the Regional Right of Way Mapping Unit.
• Managing project schedule priorities and staff or consultant resources necessary to produce the land surveying and ROW mapping program.
• Providing administrative supervision, professional guidance, mentoring and technical direction, and developing technical expertise of all staff.
• Assisting staff with legal research and review of applicable Highway Law and record information.
• Reviewing ROW acquisition maps and other special maps prepared by department staff or consultants, for quality assurance and adherence to NYSDOT standards.
• Reviewing title data, abstract request maps, control reports, survey computations and base mapping for accuracy and quality.
• Assisting the Attorney General’s office in case preparation and possibly testify as an expert witness.
• Providing direction and review of work prepared by consultants and other non-Department staff for quality and adherence to NYSDOT standards.
• Managing the Region’s term agreement for Surveying Services (TASS) contracting process.
• Providing information and preparing responses to inquiries from other Regional functional units such as the Office of Right of Way, Construction, Operations, Traffic, Planning & Program Management as well as outside agencies and the public.


Responsibilities may include serving a role within the Incident Command System to support the Department’s response to regional and statewide emergency situations.

Additional Comments *For the duration of the NY HELPS Program, this title maybe filled via a non- competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
