Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


Promotion: one year of permanent service as an Environmental Technician 2.

Open Competitive: six years of experience in engineering or engineering technician work in aeronautical, chemical, civil, electrical, environmental, mechanical, or sanitary engineering technology; environmental technology; geology or geological technology; or as a surveyor or a drafter;

OR graduation from high school and three years of qualifying experience as listed above;

OR graduation from a high school technical education program in aeronautics, architectural drafting, chemistry, electricity, electronics, mechanical design and construction, technical structural drafting and design, technical instrumentation and control systems, or computer circuitry and two years of qualifying experience as listed above;

OR an associate’s degree or higher level degree in engineering, geology, environmental science, natural or physical science, drafting, mathematics or surveying and one year of qualifying experience as listed above.

Duties Description Duties/Responsibilities:
The successful applicant will serve as a construction inspector in one of three remedial Bureaus in the Central Office in Albany, for sites in the Brownfield Cleanup Program (BCP), State Superfund Program (SSF), and the Manufactured Gas Plant Program (MGP). MGP and SSF sites are located statewide, while the BCP sites are primarily in regions 2, 3, 8, and 9.
The candidate will perform construction inspection at remediation sites, review work plans (designs), investigation reports, corrective action plans, and other work products. Specific duties may include:
• Train and supervise subordinate technical and administrative support staff. Schedule and review work for accuracy, completeness, and compliance with procedures, guidelines, and commonly accepted environmental engineering principles. Routinely train and oversee new work assignments to consultant oversight personnel that provide field oversight on the department’s behalf.
• Check that construction is in conformance with approved design, construction codes, plans and specifications, and erosion and sedimentation control requirements.
• Ensure all inspections and procedures are conducted in compliance with local, state, and federal regulations and standards.
• Work closely with DEC project managers and construction teams to communicate inspection findings, corrective actions, and assist with outreach programs and activities.
• Approve solutions recommended by the contractor when the changes do not involve engineering decisions.
• Prepare detailed inspection reports, including technical evaluations and summaries, outlining the conditions observed, including any deviations from plans, specifications, or standards.
• Investigate complaints, assists in the preparation of case reports on violations for legal actions, and provides testimony.
• Serve as a contact for property owners who have concerns or questions on a project.
• Stay updated with the latest industry trends, technologies, and best practices in remedial construction technologies.
This position requires extensive travel (95-100%) throughout the State covering projects across all remedial programs. This position requires the use of an air purifying respirator (Level C) over the hazard duty differential of at least 30 days a year for an hour or more per day for each of those 30 days (typical use is higher than this threshold). Use of other Level C personal protective equipment (PPE) is required as appropriate. As such, annual medical monitoring and training in the proper use of PPE, as well as demonstrated proficiency in the use of numerous field testing/monitoring equipment and sampling techniques are required.
The position requires the ability to work effectively with a variety of stakeholders, including representatives of other Department divisions, other State and Federal agencies, potentially responsible parties, local officials, and the public, as well as environmental consultants and contractors. Must have effective verbal and written communication skills.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds. Telecommuting may be available, will be discussed at interview.
