A bachelor's degree or higher.

Health Systems Specialist Trainee 2:
A bachelor's degree and one year of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.

Health Systems Specialist 1:
A bachelor's degree and two years of professional experience in accounting, auditing and finance; administrative operations; budgeting; communications, marketing and public relations; corrections and criminal justice; economics, research and statistics; environment; health and human services; human resources and training; information technology; natural and physical sciences; service regulation and compliance; transportation.

Substitution: A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

Preferred Qualifications: Prior healthcare experience
Prior experience with Medicaid
Experience with eMedNY and navigating government databases
Knowledge of various Medicaid provider types

Duties Description This is a full-time position with NYS Medicaid, within the Division of Health Plan Contracting and Oversight, Bureau of Provider Enrollment (BPE). The bureau is responsible for enrolling, reinstating, and revalidating providers in NYS Medicaid and maintaining provider records using the eMedNY enrollment system

The incumbent will perform duties and responsibilities related to the enrollment of New York State Medicaid providers. Working with BPE’s senior staff, this position will participate in various activities related to the function of the bureau and may be responsible for tasks such as, but not limited to:

>Evaluating applications for enrollment in the context of regulatory and programmatic requirements for enrollment.
>Utilizing government agency databases to verify provider credentials, taking appropriate action with negative findings such as exclusions, sanctions, and disciplinary actions.
>Ensuring the collection of all required data and documentation from providers to ensure appropriate enrollment determinations.
>Communicating with and educating providers on enrollment policy and requirements.
>Collaborating with various State agencies and divisions within the Department of Health related to provider types that require program authorizations, such as Operating Certificates, licenses, and/or permits, or that require the establishment of rates that enable such providers to bill Medicaid.
>Over time, evaluating and making enrollment determinations on increasingly complex applications.
>Supervising a small team of employees comprised of both State and contract staff. This includes providing guidance, supporting, mentoring, monitoring, and documenting performance in a high production environment.
>Reporting and problem-solving challenges related to provider enrollment.
>Working on special projects as needed.
>Other duties as assigned.
