Minimum Qualifications SG 25 -Bachelor's degree in public health, public administration and policy, epidemiology, statistics, mathematics, social sciences, engineering, health economics, or a related degree. AND Four years of post-degree professional research experience in the appropriate field; OR a Master’s degree in one of the above fields and three years of such experience in the appropriate field; OR Ph.D. in an appropriate field may substitute for an additional year of experience.

Duties Description The RS3 will be assigned to the Bureau of Quality Measurement and Evaluation in the Center for Applied Research and Evaluation. The mid-level researcher will work for the Bureau of Quality Measurement and Evaluation to help the Office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis. The RS3 will serve as the Care Management Unit Director, leading the collection and reporting of quality and care management data, independent original research studies and supervising lower level staff. Care Management encompasses Medicaid Health Home, Health Plan, and social care needs care management programs and the Research Scientist 3 must investigate and track the quality of their care to help set priorities for future policy. The mid-level researcher will work for the Assistant Director of the Bureau of Quality Measurement and Evaluation to help the office meet its expanding responsibilities to promote health care quality and patient safety through a variety of data-driven means including research, evaluation, and health information analysis.

The incumbent will supervise two Research Scientists and ultimately be responsible for the deliverables of the Care Management Unit. The mid-level researcher will use statistical techniques, such as logistic regression, to lead the development of answers to research questions using administrative data. This includes development of research and analytical plans, overseeing the coordination with data managers, and conducting appropriate methods. This may also include more straightforward techniques to link members from different data sources, assess different data sources, and validate outputs. The RS3 will lead and oversee data collection that leads to reports that are circulated internally and to external stakeholders.
