Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4 or 52.6 of the Civil Service Law.
70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.
PCO Candidates: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.
Successful completion of a two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18.

Duties Description The incumbent will support the Disaster Recovery Public Assistance Administration Unit or Appeals Unit. The duties include, but may not be limited to:
• Develop and maintain knowledge of all applicable state and federal laws, rules and regulations relating to recovery programs and grant administration. Act as a resource and share knowledge and expertise with subordinate staff, internal/external agency stakeholders and applicants.
• Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.
• Understand program policy and priorities in support of DHSES Recovery Program goals.
• Deliver training and presentations on Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.
• Provide direct guidance to DHSES Executives, state agencies, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.
• Function as a subject matter expert, consultant, and interpreter on all applicable state and federal laws, rules, regulations, policies, and protocols. Analyze legislation and act as a resource for internal staff, program associates, and other stakeholders.
• Facilitate, participate in, and deliver trainings and workshops to inform and educate applicants and staff of recovery program and administrative processes.
• Initiate and participate in discussions and monitor trends on policy and program changes and implications for states and subgrantees with administrators and program leads in FEMA HQ, FEMA regions, and other states.
• Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.
• Interface on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
• Compile data and draft program and financial disaster specific section letters and reports on the status of programs, projects and funds, responses to FEMA, state agencies, and applicants as directed.
• Draft project narratives, identify expenses and review for eligibility and accuracy for reimbursement, and reconciliations of the same.
• Attend meetings with FEMA, state agencies, and applicants as needed.
• Support and staff active Disaster Assistance Centers and Federal/State JFOs and serve as a lead state recovery program representative or in other leadership roles during active disasters.
• Develop and provide comprehensive written and verbal special reports and analyses for DHSES and State leadership.
• Perform full range of supervisory duties.
