Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 70.4, or 52.6 of the Civil Service Law.

70.4 Transfer: Candidates must have one year or more of qualifying permanent service at the Grade 11 or above AND possession of a bachelor’s degree; AND standing on the Professional Careers Opportunities (PCO) or Public Administration Traineeship Transition (PATT) eligible lists.

Successful completion of two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18.

Successful completion of two-year traineeship leads to appointment as a DHSES Program Administrator 1, SG-18.

Duties Description The incumbent will serve in the Hazard Mitigation team within DHSES Disaster Recovery Programs.

The duties include, but not be limited to the following:
• Maintain knowledge of applicable State and Federal laws, rules and regulations relating to the Safeguarding Tomorrow Revolving Loan Fund (RLF) and sharing with mitigation staff and stakeholders.
• Ensure new and existing procedures for the RLF program are followed.
• Schedule routine meetings, set priorities, and coordinate the preparation of identifying key deliverables, lead responsibility and critical dates.
• Assist in preparing announcements, application packages, ranking tools, and other materials to support the administration of the RLF program.
• Assist preparation of State applications to include management cost applications for each mitigation grant program administered.
• Monitor and track multiple mitigation grants, financial information, and any issues from start through project completion and making recommendations to senior staff as necessary to develop new strategies and priorities to enhance program effectiveness.
• Coordinate reviews of sub-applications to ensure all program eligibility requirements are met for sub application submission and potential funding.
• Facilitate the delivery and production of presentations, briefing, and webinars to all eligible mitigation sub-applicants throughout the state.
• Coordinate with finance and legal throughout the life of each project.
• Perform other duties and special projects as required.
• Travel may be required (approximately 10%), including during evening and weekends, depending on mission and assignment.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
