Minimum Qualifications MINIMUM QUALIFICATIONS: Candidates must have a master’s degree or higher AND relevant senior level leadership and management experience including a record of proven results and responsibility for a major complex office, program, or organization. A Juris Doctorate degree or a degree that at the time earned qualified for licensure in a Title VIII profession can substitute for a Master’s degree. Candidates must also demonstrate a record of a collaborative leadership style and must be able to demonstrate work experience directly related to the licensed professions, superior skills in oral and written communications and concrete experience in creating effective process improvements. Additionally, Candidates must have a dedication to public protection and a broad, well-developed array of leadership skills.

PREFERRED QUALIFICATIONS:
• Seven years of progressively responsible administrative leadership experience, with at least five years of experience involving lead responsibility for program and/or policy matters;
• Public speaking skills, understanding of the legislative process, knowledge of current issues impacting professional practice, and general research and survey skills;
• Awareness of the role of technology in the professions;
• Experience liaising with the legislature and regulatory or advisory boards; and
• A background in public administration.

Duties Description The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates to fill a position with the title of Executive Secretary, State Board of Professions to function as the Executive Coordinator for Professional Practice. The incumbent of this position will report to the Assistant Commissioner for Professional Licensing and Practice and will coordinate, guide, and support the work of 11 Executive Secretaries that oversee 50+ professions and 30+ Professional State Boards. Duties of this position include, but are not limited to, the following:

• Develop policies and strategies that bring together areas of common interest and involvement for the most effective approach to the regulation of the professions in New York State;
• Coordinate internal collaborative reviews of common issues and questions, and recommend changes in law, Commissioner’s Regulations, policies and/or procedures to improve the effectiveness of the State Education Department’s efforts to protect the public health, safety, and welfare through the effective regulation of the licensed professions;
• Work with the State Board Executive Secretaries and staff to review and provide technical assistance on pending legislation, and ensure that new laws and regulations are effectively and timely implemented;
• Assist in the development of Regents items, regulations, and legislation pertaining to the responsibilities of the State Board offices, and oversee the preparation of materials to provide timely, accurate, and understandable communications to stakeholders;
• Collaborate with managers to develop consistent protocols, and establish and operationalize accountability metrics;
• Support and enhance partnerships between the Executive Secretaries and other OP managers;
• Assist in resolving conflicts of practice or policy between professions and address complex practice issues by providing guidance, developing best practice models, and fostering communication;
• Contribute to the NYSED’s strategic plan to ensure that the role of the Professional Boards is incorporated into the overall mission of the Department;
• Ensure the provision of technical assistance and support regarding innovation and technology integration with a focus on assisting the Executive Secretaries to effectively carry out their responsibilities; and
• Represent the Executive Secretaries in OP senior leadership meetings and serve as an OP representative in NYSED-wide meetings and workgroups when appropriate.

Additional Comments CONDITIONS OF EMPLOYMENT: This position is in the exempt jurisdictional class, and the incumbent will serve at the discretion of the Commissioner of Education.
