Minimum Qualifications Eight (8) years of experience in developing, leading, and managing critical technology projects.

Substitutions:

• An associate degree may substitute for two (2) years of experience,
• A bachelor’s degree may substitute for four (4) years of experience.

Duties Description Under the direction of the Executive Deputy Chief Information Officer (EDCIO), the Deputy Commissioner Technology (Department of Transportation) will assist the EDCIO in serving the needs of respective client agencies through collaboration with an agency Commissioners and their Deputies to ensure that IT activities align with their agendas and needs. Incumbents will participate in ITS strategic planning and governance programs to ensure alignment of IT services and investments with agency and statewide business needs, provide feedback and support on a portfolio of IT investments to both client agencies and within ITS, and provide recommendations to ITS Executive Leadership. In addition, incumbents will ensure allocations of IT resources within agencies are monitored appropriately, assist agencies in developing long and short-term goals for IT projects and resources, and collaborate across groups to maximize resources.

To include but not limited to:

Assists ITS executive staff in the planning, development, delivery and operation of IT services and initiatives consistent with the New York State IT Strategic Plan.

• Under the direction of the EDCIO, participates in Governance Board and provides recommendations to the Board’s activities relative to IT investment decisions, budget planning and project portfolio management.
• Reviews the framework for all new projects including budgets, staff resources, hardware and software needs.
• Ensures that business needs of customers are considered throughout the project lifecycle.
• Develops and implements communication plans which include customers, IT staff, enterprise executive staff, and other CIOs.
• Takes the lead in operational escalation to ensure services delivered meet customer expectations.
• Ensures client agencies IT needs are met within budget and technical requirements.

Collaborates with agency Commissioners and agency program directors to align IT investments, services and projects with agency business needs and priorities as well as ensuring that appropriate customer service levels are being maintained.

• Participates in client agency IT strategic planning and setting priorities for significant agency technology projects.
• Participates in the development and regular updating of a
Statewide IT Strategic Plan and ensuring agency-level plans align with the enterprise New York State IT Strategic Plan.

• Meets regularly with the agency Commissioners or other leaders to ensure communication regarding ITS initiatives which impact the agencies is proactive and informed.
• In close consultation with ITS Executive Staff, relays and provides input in the development of strategies, goals and plans for enterprise technology initiatives required to support agency business needs.
• Collaborates and coordinates with ITS Executive Staff regarding the standardization of data elements, database management, security needs, network operations and software development to provide enterprise-wide solutions, as appropriate, that meet agency business needs.

Assists the EDCIO in working with executives, program directors and IT staff to identify opportunities for sharing IT services across agencies.

• Identify programmatic commonalities and synergies among agencies and develop common technology solutions to leverage opportunities for increased operational efficiency and more effective constituent service across agencies.
• Collaborates with peers to evaluate technology standards and efficient delivery of technology services throughout ITS, consistent with industry best practices and enterprise technology standards.
• Oversees all project deliverables, resolves issues as needed and advises executive staff in business units and ITS of issues/problems that may impact outcomes.
