Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
Seven years of experience in evaluating, analyzing, and using data from energy management systems involving occupied conditioned* buildings of at least 100,000 gross square feet, or complexes of 10 or more separate occupied conditioned* buildings comprising 500,000 or more square feet, to increase efficiency and conservation of energy resources. Experience must include building analysis, energy audits, and the planning and execution of associated energy projects. An associate’s degree in engineering or engineering technology may substitute for two years of experience; or a bachelor’s degree in engineering or engineering technology may substitute for four years of experience. *A conditioned building is defined as a structure that is continually using some version of HVAC (heating, ventilation and air conditioning) for heating and/or cooling or humidity levels.

Duties Description The Energy Conservation Technical Specialist reports to the HCR Manager 1 and will work with field representatives and subgrantees to ensure sustainability and energy efficiency goals are met.

Duties:

- Monitor and evaluate energy audits.
- Analyze historic and current energy use for benchmarking.
- Construction management.
- Manage the contract bid and award process for small energy projects administered by the agency.
- Develop capital project Provide fuel switching guidance and expertise.
- Provide Manual J technical assistance.
- Scope and design review.
- Evaluate, analyze, and use data from energy management systems for the purposes of increased. efficiency and conservation of energy resources.
- Utilize project data to prepare status reports and other specialized reports.
- Work with Regional Supervisors to identify areas of need.
- Conduct on-site visits with field representatives.
- Provide feedback to HCR Manager 1 regarding additional training needs or compliance concerns.
- Other duties as assigned by WAP Management (includes 25% local travel requirement).
