Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet ONE of the open-competitive minimum qualifications for this position. The qualifications are:

Five years of professional experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing.

SUBSTITUTION: A bachelor's degree in any field including or supplemented by 15 semester credit hours in computer science and two years of experience; OR a bachelor's or higher-level degree in any field and three years of experience; OR an associate degree with 15 semester credit hours in a computer science field and four years of experience.

PROMOTION: Current NYSED State employees must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Chief Computer Operator, Information Technology Specialist 3 (Data Communications), Information Technology Specialist 3 (Database), Information Technology Specialist 3 (Systems Programming), Information Technology Specialist 4, Information Technology Specialist 4 (Operations), or Mapping Technologist 3.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and one of the following minimum qualifications:

1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science AND two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR

Or 2. a bachelor’s or higher-level degree in any field AND three years of experience in computer related areas as described in #1;

Or 3. an associate’s degree with 15 semester credit hours in a computer science field AND four years of experience in computer related areas as described in #1;

Or 4. five years of experience in computer related areas as described in #1 above.

Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet ONE of the following qualifications:

1. a bachelor’s or higher-level degree in any field including or supplemented by 15 semester credit hours in computer science AND two years of experience in the following computer related areas: network, server, storage, and systems management; telecommunications, IT customer support and training; computer installation, diagnosis, and repair; technical writing; computer security; knowledge management; database administration, design, and management; internet/intranet development, design, and maintenance; information technology project management; design and development of geographic information systems or computer aided drafting applications; computer programming; business/systems analysis; program design; or program testing; OR

Or 2. a bachelor’s or higher-level degree in any field AND three years of experience in computer related areas as described in #1;

Or 3. an associate’s degree with 15 semester credit hours in a computer science field AND four years of experience in computer related areas as described in #1;

Or 4. five years of experience in computer related areas as described in #1 above;

Or 5. Be a current New York State SED employee must have one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 2, Information Technology Specialist 2 (Programming), or Supervising Computer Operator.

Provisional candidates must take the examination for Information Technology Specialist 3 when it is next offered, and must be reachable on the resulting eligible list to maintain employment.

Duties Description The New York State Education Department’s Office of Information Technology Services is seeking applicants for the position of Information Technology Specialist (ITS) 3. Duties of this position will include, but are limited to the following:
• Duties of this position include, but are not limited to, the following:
• Develop scripts for the new call center software and utilize Oracle Policy Automation tools to better serve the Office of the Professions customers;
• Apply technical skills to document existing systems pertaining to OP Modernization;
• Provide recommendations for maintenance of and upgrades for OP’s technology infrastructure;
• Prepare implementation plans and identify resource requirements for upgrades;
• Coordinate installation and configuration of new software releases with SED’s ITS department;
• Participate in business process re-engineering discussions, document requirements to develop data conversion programs and transition processes as they relate to OP Modernization;
• Perform system design analysis, develop requirements for custom application code, create system test plans, execute user acceptance testing, and assist with end user training related to new or existing technology systems;
• Monitor operation and performance of IT computer systems, including new and existing technologies;
• Identify problems and resolve system malfunctions; Maintain existing IT software/hardware components and assess the need for new and revised IT software/hardware components. Work collaboratively with IT units to define and implement appropriate technical solutions; and
• Supervise, mentor, and build technical skill sets of subordinate IT staff.

Additional Comments CONDITIONS OF EMPLOYMENT:
This will be a permanent competitive appointment, a permanent non-competitive appointment, or a temporary provisional appointment. At this time, agencies may recruit and hire employees by making temporary appointments. Verification of Coursework and experience will be required at the time of interview for all candidates. This position will require 5% in-state travel.

This position leads to a maximum salary of $103,350 based on annual performance advances.
