Minimum Qualifications MINIMUM QUALIFICATIONS:
NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Accountant Trainee 1: Candidates must have a bachelor's degree in accounting, auditing, or taxation OR a bachelor’s degree or higher AND 24 semester credit hours in accounting, auditing, or taxation courses to qualify.

Senior Accountant: Candidates must have:
1. A bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing, financial internal, or field auditing OR
2. A bachelor’s degree or higher AND 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing, financial internal, or field auditing OR
3. A masters or higher degree in accounting, auditing, or taxation AND 1 year of professional experience in accounting/auditing, financial internal, or field auditing OR
4. A currently valid Certified Public Accountant License and registration issued by New York State.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Senior Accountant.

55b/c Appointment to Accountant Trainee 1: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• Possess a bachelor's degree in accounting, auditing, or taxation OR bachelor's or higher degree with 24 semester credit hours in accounting, auditing, or taxation courses.

55b/c Appointment to Senior Accountant: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and the following minimum qualifications:
• A bachelor's degree in accounting, auditing, or taxation AND two years of professional experience in accounting/auditing, financial internal, or field auditing OR
• A bachelor’s degree or higher AND 24 semester credit hours in accounting, auditing, or taxation courses AND two years of professional experience in accounting/auditing, financial internal, or field auditing OR
• A masters or higher degree in accounting, auditing, or taxation AND 1 year of professional experience in accounting/auditing, financial internal, or field auditing OR
• A currently valid Certified Public Accountant License and registration issued by New York State.

Duties Description The New York State Education Department (NYSED) is seeking candidates for a Senior Accountant position in the Office of Financial Administration. Duties of this position include, but are not limited to, the following:

• Prepare required federal and State reports including the supporting documentation required;
• Track and analyze spending on other federal and State programs;
• Assist with the review and preparation of Federal Indirect Cost Plan;
• Prepare monthly reconciliation of NYSED bank accounts;
• Assist with the review and preparation of ITS Chargeback Plans and other Department Cost Allocation Plans;
• Assist with the monitoring and tracking of SED Time and Effort Allocation System;
• Assist with the processing of NYS Interagency Payments and Billings; and,
• Assist with the review of annual Federal Single Audit responsibilities and annual Internal Control Certification responsibilities.

This will be a contingent-permanent appointment or contingent permanent non-competitive appointment. At this time, agencies may recruit and hire employees by making temporary appointments. This position may be filled as a traineeship. The starting salaries for this position are outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.

• $50,678 (Trainee 1- NS equated to SG-14)
• $56,550 (Trainee 2- NS equated to SG-16)
• $63,108 (Full Performance level SG-18)

This position leads to a maximum salary of $80,248 based on annual performance advances and traineeship advances.
