For appointment to the Project Manager Trainee 1, you must have:
• A bachelor's or higher degree.
• OR a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.
For appointment to the Project Manager Trainee 2, you must have:
• A bachelor's degree and one year of professional experience in project management which must include planning and at least three other of the management process groups: origination (including governance/work intake, portfolio management, capacity/demand planning); initiating; executing; controlling; and, closing. This experience must include the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans; or current certification from the Project Management Institute as a Certified Associate in Project Management (CAPM); or current certification from the Project Management Institute as a Project Management Professional (PMP).
• OR a Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience.

For appointment to the Project Manager 1, you must have:

Competitive Qualifications:
You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 70.1, 52.6 or 70.4 of the Civil Service Law.

Transfer:
For 70.1, 52.6 or 70.4 transfer to a Project Manager 1, salary grade (SG)-18, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to an SG-16 or above. SG-11 or above for a Trainee 1, SG-12 or above for a Trainee 2, depending on qualifications.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Project Manager 1 may be asked to perform any of the following:
• Develops or uses pre-existing project management plans and documents to coordinate and support the activities of a project team;
• Participates in reviewing project proposals or plans to define scope statements, and documents project requirements;
• Determines project start and end dates and establishes critical milestones within the project schedule;
• Records and reports schedule progress and project expenditures;
• Records quality metrics concerning the project and product performance;
• Compiles project reports and communicates project status; interacts with stakeholders and coordinates the activities of the project team to ensure that the project objectives are met, and may lead or facilitate project meetings;
• Designs, develops and/or refines templates to support project management; may plan and conduct project analysis sessions, such as project close-outs and Joint Application Design (JAD) sessions;
• May oversee the development of requests for proposals (RFP);
• May train agency staff in basic project management processes and tools;
• Prepares project portfolio or project inventory reports;
• Organizes and maintains a project management library, project tools repository, or a project management website;
• Assists a higher level Project Manager or program area manager on more complex projects.

• Experience managing projects in OSC and/or NYS government.
• The ability to work with others to analyze problems quickly and develop the best solution.
• Excellent communication skills and attention to detail.
• Ability to facilitate meetings and present training materials to large stakeholder audiences.
• Familiarity with NYS procurement processes.
• Business skills including coaching, working in teams, negotiating, facilitating.
• Good organizational skills, and able to set priorities when working on multiple tasks.
• Excellent interpersonal and communication (written and oral) skills.
• The ability to be flexible, to adapt to change, and work well in a fast paced, participative, deadline-oriented environment with diverse assignments.
• Project management training, preferably certified by the Project Management Institute.
• Proficient in Office 365 (Outlook, Project Word, Excel, PowerPoint); experience with Microsoft Teams, IBM Rational.

Telecommuting:
The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s duties and work performance are aligned with telecommuting they may be allowed to do so. Upon approval to telecommute, OSC employees may telecommute up to 5 days per pay period.
