Minimum Qualifications Possession of a bachelor’s degree AND eight years of experience in procurement administration and operations, three of which must be at a managerial level. A master’s degree in management, public administration or public procurement/supply chain management may substitute for one year of the general experience.

Preferred Qualification and Experience:
An advanced degree (MBA or comparable) preferred. In addition, the ideal candidate will possess the following knowledge, skills, and abilities:
• Exceptional management skills and ability to make strategic decisions pertaining to staff and procedures across a complex governmental entity with administrative, operational, and regulatory responsibilities.
• Demonstrated experience leading and overseeing government operations, including management of personnel, budget, and capital resources.
• Ability to delegate authority and responsibility while maintaining appropriate levels of operational control.
• Critical decision-making skills with the ability to process information and commit to a definite course of action.
• Effective communication and responsiveness with advanced written and oral communication skills and a high degree of responsiveness.
• Candidates with related professional certifications, such as a CPPM, CSCS, or CPCM, should note them in their submission materials for consideration.

Duties Description Specific duties include but are not limited to the following:
• Assist in the overall planning and management of Procurement Services activities, which manages the issuance of contract awards for an increasingly wide and complex variety of technology, commodities and services contracts,
• Implement State and Federal procurement laws, contract law and knowledge of contract administration,
• Participate in the day-to-day operations regarding development, issuance and administration of policies, rules and regulations relative to procurement, including the purchasing activities of the business unit, State agencies, and eligible non-State agencies participating in the State’s centralized procurement,
• Assist in the oversight of approximately $4 billion in annual purchases by state agencies and political subdivisions,
• Support and assist in providing leadership programs, training and management strategies pertaining to procurement, contract management and related activities,
• Provide lean government operations while making sound decisions that reflect maximum value for the taxpayer’s dollar,
• Ensure meaningful participation of MWBE’s, SDVOBs and adheres to other statutory provision in the procurement process,
• Support and supervise Business Unit special teams, including but not limited to Analytics, Preferred Sources, Lean/KPI, SFS implementation activities, HR and SWOT teams for contracts not already assigned to a team,
• Balances the portfolio of solicitations and contract management among teams to ensure efficient use of staff resources, and
• Acts on behalf of the Chief Procurement Officer as required.
