REASSIGNMENT QUALIFICATIONS: Current Office for People with Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as an Office Assistant 1. If you have less than one year, you must be currently reachable on the Beginning Office Assistant eligible list. 70.1 TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 6 or higher deemed comparable to an Office Assistant 1 by the Department of Civil Service.

55 B/C QUALIFICATIONS: • Possess the minimum qualifications for this title as established by the Department of Civil Service and listed on the most recent exam announcement. • Meet the applicable minimal mental and/or physical requirements for the job (with a reasonable accommodation, if necessary) • Have a current Eligibility Letter from the NYS Department of Civil Service, www.cs.ny.gov/rp55/, and be able to provide it to the Human Resources Office upon request.

Duties Description • Scheduling Employee Health Services (EHS) appointments for potential DSAT hires.
• Monitor psychological tests.
• Scheduling Ability Tests for potential DSAT hires.
• Process new employees.
• Greeting, assisting, and/or redirecting visitors & providing general information.
• Sorting and distributing incoming mail and faxes.
• Filing.
• Screening and directing incoming calls.
• Scheduling meetings and interviews as requested.
• Request and track required references and documentation for candidates’ files.
• On date of interview, provide assistance with greeting candidates, collecting required documentation, and general assistance to the Administrator(s).
• Maintain follow-up systems and communicate with Administrator(s) to ensure that functions are being executed timely and properly.
• Type correspondence, posting vacancy notices, job letters, test invitations, score notifications, exam score transfer letters, degree verifications, references, and other documents using the appropriate software program.
• Mail canvass letters, prepare appropriate folder(s), maintain log book.
• Code Civil Service lists and prepare appropriate documents for the Administrator(s).
• Assist in a variety of staffing projects including, but not limited to, the overall vacancy posting notification system, DSAT testing, and employee resignations.
• Prepare Personnel Transaction Request forms for new hires, separations, and staff movement as required.
• Maintain organized systems for filing for employee history files, DSAT test applications, prospective employee folders, and posting vacancy notices.
• Assist Human Resources Specialists in all aspects of recruitment and candidate background checks for direct care, administrative support and clerical hires.
• Other duties as assigned.

MINIMUM QUALIFICATIONS:

1. Must currently be a permanent Office Assistant 1;
OR
Must be active and reachable on the Civil Service Eligible List for Office Assistant 1**;
OR
2. Eligible for 70.1 transfer in a designated title determined by the New York State Department of Civil Service (must also be within 2 grades of targeted title).

3. Eligible for provisional appointment*
*Provisional appointments will only be considered if there are insufficient In-Title and/or Civil Service List candidates. To qualify for provisional appointment, you must have one year of permanent service in a clerical or keyboarding title allocated to Grade 4 or higher.

Additional Comments ADDITIONAL COMMENTS:
NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• Local Bidding Agreements will be honored. • Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume. • All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs.
