Minimum Qualifications Program Overview: The Appellate Division, Second Judicial Department is recruiting new, recent, and expected law school graduates to serve as Mangano-Prudenti Fellows. The Mangano-Prudenti Fellowship is named in honor of two former Presiding Justices of the Court, the Hon. Guy J. Mangano and the Hon. Gail Prudenti.
In March 1990, Governor Mario M. Cuomo appointed Justice Mangano as the Presiding Justice of the Appellate Division, Second Judicial Department. Justice Mangano had served as an Associate Justice of the Court since his appointment by Governor Hugh Carey in 1979. Prior to becoming an Appellate Division Justice, Justice Mangano served as a state legislator for seven years and then as a judge in the trial courts for thirteen years. In December 1996, Governor George E. Pataki re-designated Justice Mangano as the Presiding Justice, a position he held until his retirement from the Bench in 2001. Justice Mangano followed his esteemed record of leadership at the Court by joining the New York office of JAMS Arbitration, Mediation and ADR Services and continuing his involvement with his alma mater, St. John's University School of Law, where he previously taught as an adjunct professor and served as the President of the Alumni Association, by establishing the annual Mangano Dispute Resolution Advancement Award through his endowment to the law school.
In February 2002 Governor Pataki appointed Justice Mangano's successor, Justice Prudenti, as the first woman to serve as the Presiding Justice of the Appellate Division, Second Judicial Department. Prior to becoming the Presiding Justice, Judge Prudenti served as a trial court judge for nine years, a period that included her tenure as the first woman to serve on the Surrogate's Court in Suffolk County and as the Administrative Judge for the Tenth Judicial District (Suffolk County). In 2001, Governor Pataki appointed Justice Prudenti as an Associate Justice of the Appellate Division, Second Judicial Department. On December 1, 2011, Chief Judge Jonathan Lippman appointed Justice Prudenti to be Chief Administrative Judge of the Courts of New York State, a position she held until 2015. Justice Prudenti followed her distinguished public service as a jurist and court administrator with her appointment, on September 1, 2015, as Executive Director of the Center for Children, Families, and the Law at Hofstra University. From May 1, 2017 until June 30, 2023, she also served as Dean of the Maurice A. Deane School of Law at Hofstra University.
Each Mangano-Prudenti Fellow will serve a two-year, non-renewable term in the Law Department of the Appellate Division, Second Judicial Department. Each September, a new class of eight Mangano-Prudenti Fellows will begin their terms, for a total of sixteen fellows. The fellowships will be filled in one of the following titles and will be dependent on the qualifications and experience of the applicants selected.

BASE SALARY: $79,805 + $4,635 LOCATION PAY
QUALIFICATIONS: Graduation from an accredited law school with an exceptional record of academic achievement such as being a member of the law review, graduating in the top 10% of the class or graduating with honors, and admission to the New York State Bar within eighteen months of appointment.
DISTINGUISHING FEATURES OF WORK: Assistant Appellate Court Attorney Fellows receive on-the-job instructions in legal research and writing, the analysis of legal issues and questions for the court, and in the performance of other related duties. Assistant Appellate Court Attorney Fellows serve in a confidential capacity and work under direct supervision in a unit located in the Appellate Division of the Supreme Court.
POSITION TITLE: APPELLATE COURT ATTORNEY JG: 26
BASE SALARY: $93,782 + $4,635 LOCATION PAY
QUALIFICATIONS: Graduation from an accredited law school with an exceptional record of academic achievement, such as being a member of the law review, graduating in the top 10% of the class, or graduating with honors, and admission to the New York State Bar.
DISTINGUISHING FEATURES OF WORK: Appellate Court Attorney Fellows perform legal research and writing, analyze legal issues and questions for the court, and perform other related duties. Appellate Court Attorney Fellows serve in a confidential capacity and work under supervision in a unit located in the Appellate Division of the Supreme Court.
Additional Comments Mangano-Prudenti Fellows each serve a two-year, non-renewable term in the Law Department of the Appellate Division, Second Judicial Department. Mangano-Prudenti Fellows are exposed to myriad aspects of New York State appellate practice, including but not limited to, criminal law (e.g., appeals from pleas, trials, and post-conviction motions), civil law (e.g., tort, contract, corporate law, matrimonial, real property law, mortgage foreclosure, trusts and estates), and family law (e.g., neglect, custody, juvenile delinquency). Mangano-Prudenti Fellows are responsible for legal research and writing, analysis of legal issues, and the preparation of preliminary reports and confidential memoranda for the Justices of the Court. Mangano-Prudenti Fellows also prepare and review draft decisions and check them for accuracy of citations and conformance with the record on appeal. Mangano-Prudenti Fellows should have exceptional legal writing skills; knowledge of the law and trial procedures; the ability to organize, analyze, and interpret legal issues; the ability to communicate clearly and succinctly; strong organizational skills and the ability to meet deadlines; and be able to maintain strict confidentiality.
