Minimum Qualifications Minimum Qualifications for Provisional Appointments:
Bachelor’s degree or higher in geological services, which includes engineering geology, geophysics, geochemistry, earth science, or environmental geoscience.
OR
A Bachelor’s degree in a related science or engineering degree and a Master’s or Doctoral degree in geological sciences.
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

NOTE: In accordance with Chapter 475 of the Laws of 2014, all professional geologists in New York State must obtain licensure under Title VIII of the Education Law; based on this, if appointed to this position you will be required to obtain your Fundamentals of Geology within two years of your permanent appointment date.
Duties Description The Region 3 Division of Environmental Remediation Spill Response Environmental Geologist will participate in all aspects of Spill Prevention, Response and Petroleum Remediation within our seven counties. Conducting inspections of bulk storage facilities and responding to spills both during the workday and weekends and nights when on standby.
Complete inspection reports while onsite, update bulk storage database, generate Notice of Violations and track compliance in a timely manner. Review applications, compliance documents, and test reports.
Retain, oversee and manage State hired spill contractors where appropriate for Petroleum/ Haz Mat spill cleanup. Collect data and evidence to identify source, cause and potential responsible parties for spills. Provide guidance regarding proper cleanup procedures, transport and disposal of spill debris to other responders and stakeholders.
Advise RSE of significant events. Maintain Spill vehicle. Excellent verbal and written communication skills required to communicate with the regulated public, other emergency response personnel, regional and central office staff.
KEY DUTIES INCLUDE:
•Conduct inspection of bulk storage facilities throughout the Region. Prepare detailed inspection reports, update database, generate Notice of Violations and track compliance in a timely manner.
•Review applications, evaluate compliance documents, reports, work plans for completeness and accuracy as per DEC policy and guidelines.
•Address enforcement cases, including development of referrals, enforcement documents, and provide testimony at hearings and trials. Prepare reports.
•Interact and participate in outreach and events; articulating the Department’s positions at public hearings, technical meetings. Process FOIL requests.
•Respond to petroleum spills, chemical spills and emergency incidents as required/directed both during the work day and after-hours.
•Manage multiple short and long term projects to ensure proper cleanup.
•Retain, oversee, and manage State hired spill contractors where appropriate for spill cleanup. Review payment applications and follow spills through to closure.
Additional Comments Must have valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain, work in remote areas and in adverse weather conditions. Travel and overnight travel may be required. Overtime may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must provide 24-hour response on a rotational basis and work during normal business hours. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds. Must complete Haz Mat Technician Modules 1 & 2 Training Course.
