Minimum Qualifications MINIMUM QUALIFICATIONS:
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a qualifying title allocated to salary grade M-4 or higher deemed eligible to transfer under Section 52.6 of the Civil Service Law.
Provisional Appointment: A non-permanent provisional appointment may be considered. For non-permanent provisional appointment, candidates must have either:
1) One year of permanent competitive or 55b/c service as a Chief of Special Education Services or Chief, Bureau of Special Program Review; OR
2) Candidates must possess a Master’s degree AND seven years of experience in the administration and coordination of special education, consistent with current federal and State laws regarding the provision of programs for individuals with disabilities. Three years of this experience must have been in a management position with responsibility for the development and implementation of policy in the area of required experience.
* Leads to a maximum salary of $146,795 based on annual performance advances.
Duties Description The New York State Education Department’s Office of Education Policy is seeking candidates for a Director, Special Education Services position in the Office of Special Education. The Office of Special Education works to promote educational equity and excellence for students with disabilities, oversees the implementation of federal and State laws and policy for students with disabilities, provides general supervision and monitoring of all public and private schools that service New York State preschool and school-age students with disabilities, and provides technical assistance to parents and school districts. Under the direction of the Assistant Commissioner, the incumbent will have oversight responsibility for all programs, activities, and staff of the Office of Special Education. The incumbent of this position will also ensure a system of State supervision, program development, product development, policy analysis and development, and support services for all special education services statewide to meet the requirements of the federal Individuals with Disabilities Education Act (IDEA) and State laws and regulations. Duties of this position include, but are not limited to:
• Advise executive staff on matters of policy, program development, and the IDEA accountability system;
• Ensure the integrity of the monitoring system, including the investigation of complaints, for all public and private schools serving New York State preschool and school-age students with disabilities;
• Ensure a system of due process, including special education mediation and impartial hearings;
• Oversee the operation of State Operated Schools;
• Develop a State Performance Plan, Annual Performance Plan, and State Systemic Improvement Plan;
• Develop proposals for State laws and regulations, and the development of policy and guidance, to ensure New York State compliance with IDEA;
• Ensure that IDEA funded networks and system of professional development are fulfilling all grant conditions;
• Oversee project management systems across all units;
• Provide leadership in the analysis and development of special education policy and procedures to improve educational outcomes for students with disabilities;
• Collaborate with agency offices on projects and initiatives that affect integration and improved outcomes for students eligible under IDEA;
• Collaborate with the Office of Counsel relative to special education litigation;
• Meet with stakeholders and advocacy groups; and
• Perform the full range of administrative supervisory responsibilities.
