Minimum Qualifications + Minimum Qualifications for Provisional Appointments:
Bachelor's or higher level degree including or supplemented by at least 60 semester credit hours in the physical sciences and mathematics, at least 30 semester credit hours of which must be in geology, engineering geology, hydrogeology, geological engineering, or geophysics.

Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and:
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
55-b/55-c Candidates must meet the open competitive minimum qualifications below and include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55-b/55-c program.

NOTE: In accordance with Chapter 475 of the Laws of 2014, all professional geologists in New York State must obtain licensure under Title VIII of the Education Law; based on this, if appointed to this position you will be required to obtain your Fundamentals of Geology within two years of your permanent appointment date.
Duties Description Respond during workday and after-hours to: petroleum spills, chemical spills and emergency incidents as required/directed. Complete detailed inspection reports while onsite and update spills database in a timely manner. Use knowledge of geology to ensure proper cleanup is completed for short and long term remedial work. Retain, oversee and manage State hired spill contractors where appropriate for Petroleum/HazMat spill cleanup. Review evaluate investigative reports, work plans, remedial action plans and spill closure reports for completeness and accuracy. Collect geologic data and evidence to identify source, cause and potential responsible parties for spills. Provide guidance regarding proper cleanup procedures, transport and disposal of spill debris to other responders and stakeholders. Advise RSE of significant events. Keep up on Spill Truck maintenance. Review and approve payment applications for State hired petroleum spill cleanup contractors in a prompt manner. Prepare Investigative Summary Reports (ISR), for cost recovery in a prompt, complete and thorough manner. Assist Comptroller's and Attorney General's office with cost recovery as needed. Excellent verbal and written communication skills required to communicate with the regulated public, other emergency response personnel, regional staff and central office staff.
Additional Comments Must have valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including respirator, will be required. Must be able to negotiate difficult terrain and work in remote areas and adverse weather conditions. Travel, overtime, and overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must provide 24 hour response on a rotational basis and work during normal business hours. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50 pounds.
