Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: One year of permanent competitive or 55b/c service as Contract Management Specialist 2.
§70.1 Transfer: One year of permanent competitive or 55b/c service as an Assistant Business Officer, Associate Crime Victims Program Monitor, Grants Administrator 2, Housing Specialist 2, Parks Regional Grant Administrator, or Senior Purchasing Agent.
§52.6 Transfer: One year of permanent competitive or 55b/c service in a title SG-23 or above deemed eligible for transfer under Section 52.6 of the Civil Service Law.
Eligible List Appointment: Candidates who are reachable on the Contract Management Specialist 2 eligible list may be considered for appointment.

Duties Description The New York State Education Department’s (NYSED) Contract Administration Unit is seeking applicants a Contract Management Specialist 2 position. The Contract Administration Unit is responsible for contract procurement and contract processing. Major responsibilities of this position will include, but are not limited to, the following:
• Supervise a team of Contract Management Specialist 1s and clerical staff;
• Track workflow, identify barriers to achieving the goals of the unit, and recommend corrective action and process improvements;
• Prepare contracts resulting from requests for proposals, invitations for bid, mini-bids, sole source, and single source procurements, and ensure that contract packages are complete and accurate;
• Transmit contract documents to vendors and work with vendors to ensure that all necessary documents are received in a timely order;
• Work with contract staff in the Office of State Comptroller and the Office of the Attorney General to secure contract approval;
• Track the status of all contracts and related documentation, and prepare contract amendments; and
• Develop, update, and run queries and reports, including ad hoc reports, from a variety of State and agency databases.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. Promotions and transfers may change appointee’s negotiating unit. Applicants should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or transcripts will be required for all candidates from the Open Competitive section of the eligible list at the time of interview.
*Leads to a maximum salary of $90,876 based on annual performance advances.
