Job Specifics

Duties Description The New York State Education Department’s (NYSED) Office of Information Technology Services (ITS) is seeking candidates for an Information Technology Specialist 2 position within the Database Team. Reporting to the Information Technology Specialist 3, the Information Technology Specialist 2 will support the administration, maintenance, security, and optimization of the agency’s database environments. The incumbent will be expected to provide a high level of customer service while performing technical work in support of enterprise database systems and ensuring the reliability, availability, security, and performance of critical applications and services. The duties of this position include, but are not limited to, the following:

• Administer, monitor, and support Oracle and PostgreSQL databases in development, test, and production environments;
• Design, develop, and optimize SQL and PL/SQL (Oracle) and PostgreSQL SQL/PLpgSQL code;
• Perform database performance tuning, troubleshooting, and capacity planning;
• Develop and maintain database objects including tables, indexes, views, stored procedures, functions, and triggers;
• Support backup, recovery, database refreshes, upgrades, and migrations;
• Assist with Oracle-to-PostgreSQL database migration initiatives;
• Managing user access controls, database security configurations, and monitoring for vulnerabilities.
• Writing, debugging, and maintaining database documentation, scripts, and automation routines (using PL/SQL, pgSQL, or shell scripting); and
• Collaborating with application development teams to review database designs and assist with schema migrations.

Minimum Qualifications NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:
To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:
• A bachelor's or higher-level degree including or supplemented by 15 semester credit hours in computer science; OR a bachelor's or higher-level degree in any field AND one year of experience in information technology; OR 60 semester credit hours including or supplemented by 15 semester credit hours in computer science AND one year of professional experience in information technology; OR two years of professional experience in information technology.

PROMOTION: Current NYSED State employees must have one year or permanent competitive or 55-b/55-c service as an Information Technology Specialist 1.

COMPETITIVE MINIMUM QUALIFICATIONS:

Reassignment: Candidates must have one year of permanent competitive or 55b/c service as a Information Technology Specialist 2.

Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.

Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title SG-16 or above deemed eligible for transfer under Section 70.1 of the Civil Service Law.

Section 70.4 Transfer to Information Technology Specialist 2: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to this title if they are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG-16 or higher AND have standing on the eligible list for this title.

Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-16 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess a current 55b/c eligibility letter and meet the minimum qualifications.

PREFERRED QUALIFICATIONS:
Preference will be given to candidates who possess:
• Experience administering Oracle Database (12c/19c) and PostgreSQL;
• Strong SQL development skills;
• Experience with Oracle PL/SQL and/or PostgreSQL PL/pgSQ0L;
• Knowledge of Linux/UNIX;
• Experience with RMAN or PostgreSQL backup and recovery tools (pg_dump, pg_basebackup);
• Experience with database performance tuning using Oracle Enterprise Manager or PostgreSQL EXPLAIN ANALYZE;
• Experience with database migration projects; and
• Familiarity with Git, Flyway or similar DevOps tools.

Additional Comments CONDITIONS OF EMPLOYMENT:

This will be a contingent permanent, competitive or non-competitive appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and are subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits.

Verification of experience and education will be required at the time of interview for all candidates.

This position allows for the opportunity to telecommute up to 50% each bi-weekly pay period and is granted at the discretion of the supervisor and the appointing office.

This position requires occasional off-shift night and weekend work.


This position leads to a maximum salary of $85,138 based on annual performance advances. For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts
