The Position
Under the direction of the Deputy Commissioner for Shared Services, the Associate Commissioner for Digital & Media Services is a key leader responsible for establishing policies, procedures, and processes for the management of the Bureau for Digital & Media Services. The Bureau is a full-service communications and digital solutions provider, creating integrated campaigns and supporting events and broadcasts for agency clients.
The Associate Commissioner is an OGS Executive Leadership Team member and will provide transformational management and governance. The Associate Commissioner will regularly interact with the Executive Chamber, the Chief Customer Experience Officer, and senior stakeholders within the executive agencies and state authorities.
Digital & Media Services consists of 87 employees across 3 portfolios:
• Statewide Media Events - Support live and production events across the state bringing an idea to life with the technology infrastructure and industry experts in video and photography.
• Creative & Design - Work with state agency clients to create and execute the strategic vision to highlight programs, services and initiatives that impact our state.
• Digital - Provide the vision and strategy for agencies to optimize the millions of interactions people have with our digital platforms to make experiences user-friendly and intuitive.
The ideal candidate will demonstrate success in leading large organizations and will possess a blend of technical competence and broad familiarity across a range of key areas. This combination of specialized knowledge and comprehensive understanding will enable the candidate to contribute meaningfully and successfully lead teams within the Bureau. The ideal candidate will demonstrate proficiency in state government procurement and understands New York State budgeting processes and spending controls, including compliance with Internal Controls requirements.
Key Responsibilities
The Associate Commissioner for Digital & Media Services is a forward-thinking individual who embraces innovation and is enthusiastic about adopting new technologies. The Associate Commissioner must provide for continued optimization of function without compromising exceptional client service. Lead efforts will include: oversight of the statewide 24/7/365 broadcast and event operation; supervise a team of digital and production experts to modernize state government and drive meaningful change; define a compelling vision, create measurable strategies, and lead change management initiatives; collaborate with partners across state government to grow ideas and identify opportunities for change in procedures and technologies; promote digital curiosity and a culture of sharing new trends, techniques, equipment, regulations, and policies; translate strategic goals into actionable direction for technologists; and promote transparency and data driven decision making.

Minimum Qualifications 13 years of progressively responsible management experience in a complex organization. Management experience must include supervision of professional staff, oversight of multiple processes, internal and external communications, and strategic planning. Experience with NYS-specific procurement and Civil Service rules is preferred.
Substitutions: Candidates will be awarded with equitable experience, noted below, for possessing a graduate or advanced degree in computer science, graphic design, public policy/administration, as follows:
Associate – 2 years’ experience,
Bachelor – 4 years’ experience,
Master – 5 years’ experience,
Juris Doctorate (J.D.) – 6 years’ experience,
Doctor of Philosophy (PhD) – 7 years’ experience.
The ideal candidate will possess the following knowledge, skills, and abilities:
• Ability to drive the Bureau of Digital & Media Services, through exceptional management skills and the ability to make strategic decisions pertaining to staff and procedures.
• Familiarity and direct experience working within the NYS Civil Service environment and in accordance with NYS Finance Law provisions, as well as experience in technical recruiting, effectively attracting and retaining top talent in the digital and creative sectors.
• Demonstrate success in building and maintaining coalitions and relationships with both external and internal stakeholders.
• Demonstrate decisive leadership with a proven track record of organizing, mentoring, and motivating cross-functional teams composed of designers, developers, consumers, and stakeholders.
• Effective written and oral communication and high degree of responsiveness.
• Creativity, adaptability, resourcefulness, and politically astute.
• Critical decision-making skills, with the ability to process information and commit to a definite course of action.
• Proven ability to think strategically, work collaboratively, and maintain humor and grace under pressure.
• Ability to use an equity lens and framework to create inclusive, diverse, and safe workspaces and programs.
• Balance vision with execution to deliver high-quality, timely, and cost-effective results.
