Job Specifics

Duties Description Reporting to a Contract Management Specialist 2, G-23, the Contract Management Specialist 1/Trainee 1 (CMS 1) will be an entry level role in ongoing procurements and contract transactions. Initially the CMS 1 will be expected to learn New York State procurement laws, regulations, policies and best practices to assist in conducting Request for Proposals (RFPs) and other procurements. Daily utilization of the Statewide Financial System (SFS), to facilitate voucher processing and contract transactions, will be required. Familiarity with Executive Law Article 15-A, Participation by Minority Group Members and Women with Respect to State Contracts and the New York State Contract System (NYSCS) is preferred. Duties may include, but are not limited to, the following activities:
• Assist with grant procurement processes not limited to: understanding OTDA policies, State Finance Law and OGS procurement guidelines; utilizing the SFS to review bids, develop contracts and amendments, pre-qualify vendor document vaults, and other contract related activities.

• Assist with the coordination of the contract approval process by working with State control agencies.

• Assist with compiling quarterly MWBE (Minority and Women Owned Business Enterprise) participation data for OTDA’s contracts in the NYSCS maintained by Empire State Development (ESD).

• Data collection and reconciliation for ad-hoc reporting requests from regulatory authorities.

• Participate as necessary in the collection of data and reporting related to ESD’s diversity studies.

• Assist with data collection and processing of OTDA’s MWBE and SDVOB Master Goal Plans to ESD and Division of Service-Disabled Veterans' Business Development.

• Review and analyze State guidelines related to payment processing and contribute to policy recommendations to ensure consistency.

• Utilize the SFS to review and manage timely approvals of contract-related agency purchase orders, invoices, and vouchers.

• Review Accounts Payable related queries and reports data to disseminate via Excel reports, as necessary.

• Assist in the management of the Statewide Financial System (SFS) eSettlements module, to include sending invoices to program managers, Contract Management unit, and Budget & Finance using MS Outlook.

• Communicate with the SFS and BSC staff when issues and discrepancies arise.

• Create and update journal vouchers in the SFS for Training, update TAMA tracker and CATS2.

• Manage the functionality of the CATS2 Application for Treasury related payments, including troubleshooting and resolving system issues, running reports and updating requirements.

• Test new functionality of Accounts Payable systems (SFS and CATS2), when necessary.

• Assist with education of program and other unit areas.

Minimum Qualifications NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, candidates may be hired via a non-competitive appointment if they meet the below NY HELPS minimum qualifications.

At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.


NON-COMPETITIVE QUALIFICATIONS:

For Trainee 1: Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

For Trainee 2: Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

For the Full Performance Level: Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
