Job Specifics
Duties Description Oversee the Supplemental Payment Program for Federally Qualified Health Centers (FQHCs) valued at over $600 million in expenditure annually. Support annual FQHC audits conducted by outside contractor on behalf of the Department. Work directly with the State’s Actuarial and Auditing Contract staff in rate development, financial analysis, and program audit activities. Act as liaison with other Divisions within the Department of Health, the Division of the Budget, and external entities which include, but are not limited to other State agencies, FQHC CEOs/CFOs, servicing provider CEOs/CFOs, provider associations, and the Centers for Medicare & Medicaid Services (CMS) on FQHC rate setting related issues. Oversee and support data extraction used to support various rate setting and financial analysis activities. Provide programmatic and project coordination oversight on various rate setting initiatives. Coordinate health policy analysis specific to legislative, budget, or Medicaid Redesign related inquiries and changes to the health care landscape. Assist and oversee financial data analysis related to the various rate setting programs. Draft reports, correspondence, and other documents related to the program functions impacted by FQHC rate setting. Supervision and oversight of bureau staff engaged in financial analysis and rate setting activities. Ensure staff are following established guidelines, policies and procedures. Knowledge of and experience in performing fiscal analysis/projections, cost/revenue analysis and database analysis. Proficiency in finance and/or accounting, and Microsoft Office applications specifically, Microsoft Excel. Familiarity with the New York State Medicaid program, Essential Plan, Federally Qualified Health Centers, Medicaid Managed Care, and/or Child Health Plus.
Minimum Qualifications Reassignment:
Current New York State Department of Health employee with one year of permanent or contingent-permanent, competitive, service as an Associate Health Care MSA, SG-23.
Permanent Transfer Candidates:
Current New York State employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a SG-21 and deemed eligible for transfer to Associate Health Care MSA, SG-23 under section 52.6 of the NYS Civil Service Law.
Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as a Senior Health Care Management Systems Analyst
If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Senior Health Care MSA, full journey level. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor's degree and three years of specialized experience in either evaluation of programs in the health care financing field or in health services research in finance, design, or implementation and one year of which must include experience in conducting public policy research and analysis in finance.
Preferred Qualifications: Rate setting experience, Meeting facilitation skills, Ability to meet deadlines for multiple assignments, Supervisory skills, Ability to communicate verbally and in writing with internal/external stakeholders
