Job Specifics

Duties Description Reporting to the Department’s Deputy Commissioner for Administration, the Director Operations Support 1 position will direct the Operations Management Group (OMG) and will perform the following functions: Oversee administration and management of all leased and State-owned office space, including coordination with the Office of General Services (OGS) and landlords on any issues related to facilities. Coordinate all office space planning, moves, and space configurations with relevant groups including OGS and landlords. Oversee fleet activities, including State vehicle requisition, registration and repair, employee usage tracking, disposition of vehicles past useful service life, and development and implementation of fleet management policies and procedures for the Department. Oversee asset management activities, including maintaining an inventory of all Department equipment subject to assess management controls, coordinating handling of surplus equipment and furniture, and maintaining records of the Department’s fixed assets. Coordinate issuance of Department identification cards and security access, in consultation with OGS, landlords, and other relevant groups. Oversee records management functions for the Department, including development and implementation of records management, retention, and disposition policies and procedures. Coordinate records transfers to the State Records Center as needed. Oversee maintenance of DOH operations forms, and internal policy and procedure documents related to general Department operations. Oversee mailroom services, including processing mail, distribution of Department materials and supplies, and mass mailings/distribution of Department materials externally. Oversee department-wide health and safety functions, including developing, implementing, and monitoring safety procedures and protocols; assessing occupational hazards, contributing to agency safety and health policies and strategies; and administering the Department’s incident reporting process. Advise management on occupational health and safety topics considering relevant provisions in collective bargaining agreements.

Minimum Qualifications Permanent Transfer: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position allocated to Grade 27/M-2 or above, and eligible for transfer to Director Operations Support 1 under Section 52.6 of Civil Service Law.

Open Competitive Provisional: Ten years of experience* in at least two of the following office services: property or space management, warehouse and inventory operations, purchasing, occupational safety and health, fleet or parking management, telecommunications, mail room operations, printing, or records management and retention. Three years of the experience must have been at a supervisory level; or one year of the experience must have been at a managerial level.

*An associate degree can substitute for two years of the specialized experience; a bachelor’s degree can substitute for four years of experience.

Promotion Provisional: One year of permanent service as an Operations Support Manager 2, or Assistant Director Operations Support 1.

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent service as an Operations Support Manager 2, or Assistant Director Operations Support 1. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title

Preferred Qualifications: Demonstrated experience delivering responsive and effective services through management of a diverse portfolio of operations support functions; proven ability to remain responsive to evolving program needs, ensuring operations support functions scale effectively as program needs change; demonstrated experience with occupational health and safety provisions in a government environment; extensive experience communicating with a broad range of internal and external stakeholders; excellent written and oral communication skills; demonstrated experience with integrating diverse functions into a cohesive organization that supports the Department’s mission; demonstrated experience supervising and managing staff.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
