Job Specifics

Duties Description This position is located in Medicaid Financial Management within the New York State Department of Health Division of Administration, Fiscal Management Group. The Chief Accountant serves as the Bureau Director and reports to the Deputy Director of the Fiscal Management Group. The Chief Accountant directs bureau operations including accounting, cash management, and fiscal reporting functions primarily for the Medicaid program, Essential Plan, Basic Health Plan, and Child Health Plus programs. The Chief Accountant leads bureau accounting methods, financial reporting, agency revenue and cash collection, and reconciliation of fund revenue and expenditure activity. The Chief Accountant leads the preparation of accounting information and is responsible for compliance with Generally Accepted Accounting Principles (GAAP) mandated by the Governmental Accounting Standards Board (GASB) and the Office of the State Comptroller (OSC) Guide to Financial Operations (GFO) and Division of the Budget (DOB) Budget Policy and Reporting Manual and institutes cash management requirements of the Federal Cash Management Improvement Act (CMIA) and Treasury-State Agreement. The Chief Accountant supervises multiple Principal Accountants and oversees multiple levels of professional staff and is a lead liaison for financial accounting matters with State and Federal fiscal staff.

Minimum Qualifications Permanent Transfer: Current New York State employee with one year permanent or contingent-permanent service as a Chief Accountant M-4 or (G-31) or New York State employee with one year or more of permanent or contingent-permanent service in a title at or above a M-3 or G-29 and eligible for transfer under section 52.6 of the Civil Service Law.

Promotional Provisional Appointment: In the absence of an eligible list with three or more candidates willing to accept a position, a temporary provisional appointment may be considered. For provisional appointment, candidates must meet one of the following minimum qualifications: Be a current NYS Department of Health employee with one year of permanent competitive or 55-b/55-c service as an Assistant Chief Accountant or Principal Accountant.


If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as an Assistant Chief Accountant or Principal Accountant. If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title

Preferred Qualifications: In addition to meeting the minimum qualifications of the position, it is preferred that the incumbent have the following abilities and qualifications:

• Experience leading governmental accounting or fiscal reporting for a large-scale health insurance program at the State or Federal level.

• Demonstrated ability implementing advanced knowledge of accounting theory and technique for a large-scale health insurance program.

• High degree of ability to adapt accounting systems and methods to meet varying conditions and program changes without deteriorating essential specialization or controls.

• Ability to organize complex and involved information and communicate results through verbal and written communication in a manner that is easy to read and understandable, sometimes to those without a financial background.

• Ability to respond promptly and adjust units’ priorities in situations when doing so is necessary while meeting deadlines.

• Experience with accounting entries using the Statewide Financial System.

Additional Comments This position may require travel throughout New York State including overnights to areas not served by public transportation.
