Job Specifics

Duties Description Under the direction of the IT Architect 3 within the Digital Transformation Office, Digital Experience Bureau, Human Center Design Section, the IT Architect 2 will assist with providing senior technical leadership to a team of engineers. The incumbent is responsible for helping to shape the engineering strategy, architecture, and delivery of NYS ITS’ digital product domains. This role will assist with leading the product engineering function and serves as backup to the primary authority on technical direction, engineering standards, and modern delivery practices across the Digital Transformation Office. The incumbent partners closely with product, experience, and executive leadership to ensure that digital products are built using scalable, secure, and maintainable architectures. This role establishes the technical foundation that enables teams to deliver high-quality shared services efficiently and transition mature products into stable operations.

Specific duties for this position include, but are not limited to, the following:

• Assist with defining and maintaining the technical vision and architecture for the Digital Transformation Office’s product portfolio, ensuring alignment with organizational goals and statewide digital strategy.
• Establish engineering standards, patterns, and best practices that support scalability, security, accessibility, and reliability.
• Assist with providing architectural oversight and technical guidance across product teams, ensuring consistency and sound technical decision-making.
• Responsible for ensuring that squads are appropriately staffed, technically guided, and delivering against agreed timelines and priorities.
• Assist with overseeing the engineering lifecycle for digital products, from design and development through deployment and transition to operations.
• Partner with product and experience leadership to ensure engineering solutions align with product vision, user needs, and delivery priorities.
• Champion modern engineering approaches, including cloud-native architectures, DevOps practices, automation, and agile delivery methods.
• Guide the adoption and use of appropriate technologies, including cloud services, COTS and open-source solutions, and low-code platforms where appropriate.
• Promote practices that improve delivery velocity, quality, observability, and operational readiness.
• Work closely with Deputy CDOs, Product Directors, Product Managers, UX leadership, agency stakeholders, and ITS partners to ensure shared understanding of technical direction and delivery risks.
• Identify, assess, and mitigate technical risks throughout the product lifecycle.
• Support planning and stewardship of engineering resources and budgets in collaboration with leadership.

Minimum Qualifications Non-competitive: Seven years* of information technology experience, five years of which must be in the appropriate specialty**. *Substitutions: Associate’s degree with 15 semester credit hours in computer science or related field substitutes for one year of general information technology experience. Candidates in a bachelor’s degree program with at least 15 semester credit hours in computer science or related field can substitute such credits for one year of general information technology experience. Bachelor’s degree in any field including or supplemented by 15 semester credit hours in computer science or related field substitutes for three years of general information technology experience. Any bachelor’s degree substitutes for two years of general information technology experience. Master’s degree or higher in computer science or related field substitutes for one year of general information technology experience. **Specialty includes experience as an IT architect in one or more of the following: artificial intelligence, cloud, data, enterprise, business, and solution.

Preferred Experience:
• 8+ years of progressive experience in software engineering, product development, and technical leadership roles.
• Demonstrated experience leading engineering teams and providing architectural oversight for complex digital products or platforms.
• Strong knowledge of modern software development practices, including agile methodologies and DevOps principles.
• Extensive experience with cloud-native architectures, APIs, and modern web technologies.
• Proven ability to communicate complex technical concepts clearly to both technical and non-technical audiences.
• Experience working in government or large-scale enterprise environments.
• Experience building and scaling shared services or platform-based products.
• Familiarity with open-source software strategy and governance.
• Understanding of accessibility standards and their application in digital product development.
• Experience supporting the transition of products from active development into steady-state operations.

Additional Comments ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis. If eligible, positions located in New York City will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
