Job Specifics
Duties Description Under the direction of a park manager, this position will serve as the on-site supervisor at Long Point State Park supervising the daily maintenance and operations at this facility. The duties of this position will include but are not limited to the following:
upervises permanent, temporary, and seasonal personnel.
• Orients new staff and trains staff as needed.
• Schedules and assigns work, providing clear directions and guidelines.
• Inspects work to ensure it is completed properly.
• Completes performance evaluations and discusses performance expectations with employees in a timely manner
• Plans and schedules work projects.
• Conducts site assessments to determine work projects at Long Point or other parks within the complex; prioritizes and justifies need for each project.
• Plans and directs minor rehabilitation and construction projects.
• Develops and implements preventative maintenance programs.
• Reviews maintenance requests and assesses materials, equipment, and labor requirements.
• Develops work schedules and updates those schedules as needed.
• Performs administrative duties in support of the facility.
• Receives, investigates, and replies to patron or employee complaints.
• Monitors inventory and requisitions materials, tools, equipment, and supplies.
• Prepares various reports, including attendance, revenue, personnel, and work progress reports.
• Assists with budget preparation and justification.
• Plans and provides programs and services to the public.
• Plans and schedules recreation activities and special events.
• Coordinates logistical aspects of routine programs and special events, including security, admissions, transportation, traffic flow, and cleanup.

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).**
To be considered for appointment through NY HELPS, or 55b/c, candidates must meet the open-competitive minimum qualifications for the position. The qualifications are:
1. three years of experience in the construction, operation, or maintenance of a park, recreational facility, or campus;* one year of this experience must be at a supervisory level.
Or 2. an associate's or higher-level degree or 60 college semester credit hours AND one year of supervisory experience in the construction, operation or maintenance of a park, recreational facility, or campus.*
A park, recreational facility, or campus is defined as a location that offers at least three of the following elements: athletic fields, skating rink, campgrounds, golf courses, hiking trails, historic structures, marinas, picnic areas, playgrounds, recreation programs, swimming facilities or education, environmental or interpretive programming.
**If verifiable, we will accept and pro-rate appropriate part-time and volunteer experience.
***For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
****Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. You can write to the Examination Information Desk of the NYS Department of Civil Service for a list of acceptable companies who provide this service. This information can also be found on the Internet at http://www.cs.ny.gov/jobseeker/degrees.cfm. You must pay the required evaluation fee.
Subsequent 55-b/c Qualifications:
A subsequent 55-b/c appointment may be considered if you have at least one year of permanent or contingent-permanent qualifying service and have a current Civil Service 55-b/c letter of eligibility.
Reassignment Qualifications:
Current NYS Office of Parks, Recreation and Historic Preservation Employees only, with at least one year of permanent or contingent-permanent qualifying service as a Park Supervisor 1; if you have less than one year, you must be reachable on the current Park Supervisor 1 eligible list for this location.
Additional Comments Operational Needs:
• Must possess and maintain a valid driver's license that allows the candidate to operate a vehicle in New York State as a term and condition of employment.
• Must possess or obtain valid Certified Pool Operators’ certificate during the probationary period and maintain it as term and condition of employment.
• Must be willing to work a variable schedule which includes weekends and holidays.
• Must complete Parks Sawyer Training Level 1 by the end of the probationary period or at the next class offering as a term and condition of employment.
• Depending on operational need, overtime may be required.

*NY HELPS PROGRAM:
For the duration of the NY HELPS Program, this title may be filled via a permanent non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.
Employees appointed via the NY HELPS program are restricted for promotional appointment until their position is covered-in to the competitive class by the New York State Civil Service Commission (CSC), or they otherwise obtain permanent competitive status. The CSC has recently covered-in employees who were appointed via NY HELPS on a permanent or contingent permanent basis between June 26, 2024 and June 11, 2025. Notification to employees regarding a change in their status is forthcoming. You may wish to apply if you received a permanent NY HELPS appointment to a qualifying title within these timeframes and are interested in this opportunity. Your eligibility for promotion will be reviewed by Human Resources. Employees with a permanent NY HELPS appointment occurring effective 6/12/25 or later will be addressed with a subsequent cover-in.
