Job Specifics

Duties Description Candidates selected as a Real Estate Officer -1 will perform the following duties:

1. Participate as an active member of the Main Office Right-of-Way’s (MOROW) executive management team.

2. Supervise the day-to-day activities and personnel of a unit within MOROW including responsibility for the workflow of the unit in MOROW and within each Region.

3. Ensure that Federal and State laws, rules and regulations are followed by MOROW staff and the Regional Right-of-Way Offices.

4. Ensure that Department policies, procedures and guidelines are followed by the MOROW staff and Regional Right-of-Way Offices.

5. Provide oversight and guidance to MOROW and Regional Staff, serving as the agency's expert for any of the units in the Office of Right-of-Way including a) property acquisition, including appropriations of property interests for public use and relocation assistance if required; b) property management including permitting and disposition of state owned surplus property; c) ensuring compliance of the rules and regulations of the NYS Outdoor Advertising Sign Program as it relates to the federal Highway Beautification Act; d) preparing and reviewing appraisals and regional reviews of appraisals acting as an independent judge of fair market value which is institutionally separated from the Regional office's review; control and resolve issues and problems associated with development of appraisal and permit fee valuations; e) responding to inquiries from the public and other State agencies.

6. It is anticipated that the position to be filled is for the Acquisitions Bureau Director. The candidate will be responsible for overseeing acquisitions and relocations across all regional offices.

7. Undertake other assigned duties in support of the mission of the Office of Right of Way.

8. Provide oversight and direction to outside consultants for any of the units described above.

9. Work closely with other Regions, regional groups, and Main Office to support the Department’s Capital Program.


Occasional travel may be required.



Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Minimum Qualifications To be considered for permanent appointment, candidates must be reachable on the current Civil Service eligible list or be eligible for reassignment or transfer in accordance with Civil Service Law.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take the next competitive examination and be reachable on the resultant eligible list in order to be considered for permanent appointment to the position. To be eligible, candidates must have one year of permanent competitive service as (A) Real Estate Specialist 2 or (B) a Professional Land Surveyor 1.

Additional Comments Applicants must be currently authorized to work in the United States on a full-time basis.

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
