Job Specifics
Duties Description The HPA will work as part of a team focusing on Personnel Administration centralization across CCH, in coordination with other Centers and offices within the Office of Public Health (OPH). The Incumbent's primary responsibilities will include, but are not limited to the following: Act as the Center Liaison, communicating, directly coordinating, and standardizing Personnel Administration functions and procedures; work with 5 divisions, the Bureau of Personnel Management (BPM), Departmental Administration, and other offices and programs in OPH; coordinate the review, preparation, issue reconciliation, and tracking of all CCH and OPH priority position requests, realignments, re-classifications, and other personnel-related transactions; create, amend, and modify training tool kits and resources, and tracking systems for personnel and other administrative functions while working directly with BPM, OPH, and other internal offices; provide technical assistance, training, and guidance to program staff and managers related to solving challenging personnel related issues and other administrative functions and processes overseen by the Center for Community Health; participate in routine Personnel Administration meetings with varying groups of stakeholders, including senior program managers and other administrative staff; may include supervision and other administrative duties as assigned.
Minimum Qualifications Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG-18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG-18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.
NON-COMPETITIVE APPOINTMENT UNDER NYHELPS:
HPA Trainee 1: Four years of professional experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
HPA Trainee 2: Five years of professional experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
HPA (Grade 18): Six years of professional experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
Degree Substitutions for all levels: An associate degree may substitute for two years of required professional experience; a bachelor’s degree may substitute for four years of required professional experience; a master’s degree may substitute for five years of required professional experience; and a doctorate may substitute for six years of required professional experience.
Preferred Qualifications: Excellent organizational, communication, interpersonal, and critical thinking skills. Personnel Administration experience. Proficiency in Microsoft Office, including SharePoint management and Power BI reporting. Experience working with Civil Service Rules and guidance. Demonstrated experience with tracking workflow processes and systems.
Additional Comments Occasional statewide travel, including overnights and travel to areas that may not be served by public transportation, may be required (5%). Transfer candidates may be asked for SSN to verify title history and eligibility. Appointment may be made at the HPA Trainee 1, HPA Trainee 2 or HPA SG-18 level based on an evaluation of the applicant's eligibility, relevant professional experience and/or education.
This position is part of the NYS HELPS program. No examination is required.
This position may require travel throughout New York State including overnights to areas not served by public transportation.
