Job Specifics

Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

The Director of Data & Artificial Intelligence (AI) Governance will report to the Chief Data Officer of the newly established Chief Data Office (CDO), which oversees Analytics, Artificial Intelligence (AI), Geospatial, and Data Governance within New York State.

This position is critical for jumpstarting and leading a new, client-centric Data & AI Governance Center of Excellence (CoE), which will be a highly organized collection of resources and organizational assets whose purpose is to support agencies in the demonstration, delivery, and maintenance of data as a business-critical organizational asset that can be consumed for operations, service delivery, compliance, and decision-making. The Director works closely with New York State government leaders, data stewards and subject matter experts, analysts and data scientists, and ITS colleagues to implement data & AI management frameworks and guidelines to ensure that enterprise data are accurate, complete, reliable, and secure. This position requires strategic acumen, expertise implementing best practice data and AI governance approaches, and collaborative skills to manage and support change across New York State government.

Working closely with ITS clients and other stakeholders, the Director will provide leadership and/or participate in activities including, but not limited to:

• Establish and lead Data and AI Governance Committees by working with agency data owners and leaders to inventory data sets by use cases and defining data governance procedures for each data set.
• Monitor and support the adoption of governance framework(s) by data stewards and owners and establish metrics and measures to show governance maturity.
• Build and oversee a team of governance specialists to support and deliver the services of the CoE and the CDO.
• Establish and maintain governance design approaches including relevant methods, templates, and tools to drive collaborative progress and consistency in documenting governance policies, frameworks, guidelines, and processes.
• Create procedures and select tools for data quality control.
• Assess current client agency data governance practices to determine capability maturity levels, readiness for change, and areas for focus.
• Develop enterprise and agency-level framework(s) for the administration of governance that identifies, cultivates, and supports key roles and responsibilities, standards and processes for data stewardship, and decision-makers across the information lifecycle.
• Attend meetings with advocates, legislature, state agencies, and other stakeholders as needed; engage when appropriate.
• Ensure engagement from business and ITS partners on governance activities; coordinate with business and technical teams to ensure awareness and implementation of policies and standards into projects and initiatives.
• Build and/or support data-positive institutional cultures to create appetite and enthusiasm for developing data governance capabilities.
• Develop enterprise level approaches to Master Data Management and metadata including processes for documenting definitions and context with agencies
• Develop standards-based design for information governance catalogs/tools for categorizing and tagging data assets, a structured and streamlined processes for entering and maintaining master data and metadata.
• Contribute to a data literacy program that supports key roles in effectively and responsibly managing and using information for decision making.
• Evolve the services of the CoE to address changes in client needs, priorities, supported technologies, and industry/government best practices; coordinate across stakeholders to prioritize key initiatives, new capabilities and supporting meaningful business outcomes.
• Collaborate with CDO leadership on strategic planning and delivery of services for emerging/growing/evolving areas within the domain of data (ex. AI, data science, analytics, geospatial, data management).
• Perform full range of supervisory duties.

Minimum Qualifications • A bachelor's degree in a relevant field such as computer science, information technology, data management, business administration, or a related discipline.
• A minimum of eight (8) years delivering information technology (IT) services and solutions, included within that a minimum of 6 years of relevant experience in data management, data governance, or a related field.
• Proven experience in progressively responsible roles, demonstrating leadership and expertise in data governance practices.
