Job Specifics

Duties Description The Business Systems Analyst 1 will support the NYSOH Reporting and Data Analytics team. The BSA1 should be detail-oriented and analytical to collaborate with business stakeholders to gather, analyze, and document reporting requirements while helping ensure that reporting solutions meet business needs. The incumbent will contribute to business intelligence initiatives, participate in governance activities, and support the development of consistent business analysis practices across the bureau. This position may involve working independently on projects that require strong analytical, documentation, and communication skills.

Specific duties include:
Elicit reporting requirements using techniques such as stakeholder interviews, workshops, user stories, and use cases.
Collaborate with business users and technical teams to ensure requirements are clearly defined and aligned with business objectives.
Develop process models, data models, and object-oriented diagrams to support business and system understanding.
Translate business needs into functional and technical specifications, including requirements documentation, design documents, logic tables, and flow diagrams.
Validate requirements throughout the System Development Life Cycle (SDLC) to ensure solutions meet functional and technical expectations.
Design and execute test scenarios and test cases, identify potential risks or constraints, and communicate findings to stakeholders.
Analyze and interpret data to provide actionable insights that support informed decision-making.
Create and maintain clear, organized technical and reporting documentation.
Participate in Joint Application Design (JAD) sessions as a recording analyst or scribe to capture requirements and key discussion points.
Support the establishment of standardized business analysis methodologies, tools, and best practices.
Assist in developing and delivering business analysis training and knowledge sharing across teams.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a noncompetitive
appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.

NON-COMPETITIVE MINIMUM QUALIFICATIONS:

Business Systems Analyst (Health)Trainee 1: Four years of business analysis experience* in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Business Systems Analyst (Health)Trainee 2: Five years of business analysis experience* in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

Business Systems Analyst 1 (Health): Six years of business analysis experience* in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

*Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

COMPETITIVE QUALIFICATIONS:

Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Business Systems Analyst 1 (Health); OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Business Systems Analyst 1 (Health). Preferred Qualifications: Demonstrated knowledge and experience with business analysis standards as defined in the Business Analysis Body of Knowledge (BABOK)
Experience eliciting and documenting IT requirements for automated systems, using various methods.
Experience in translating functional and technical requirements system specifications through design documents.
Demonstrate excellent verbal and written communication skills.
Experience working with Medicaid or other NYS public health programs such as the New York State of Health (NYSOH) marketplace
Experience with Health Exchanges including application processes and eligibility determination rules.

This position is part of the NYS HELPS program. No examination is required.
