Job Specifics
Duties Description Under the general direction of the Assistant Deputy Director of Administration, the Manager Training (Director of Training), SG-NS will oversee the management, planning, organizing, and direction of training programs and activities and will perform the full range of supervisory responsibilities of staff within the Training Unit. The Training Unit is responsible for a variety of programs that provide training to our workforce and external stakeholders. The Director of Training will be responsible for fulfilling legal mandates established by the Protect of People with Special Needs Act of 2012 to provide training to State oversight agencies and licensed providers including agency investigators and direct support staff. The Director of Training will also oversee compliance with State mandated workforce training and training required to fulfill executive and strategic plan priorities.
The Director of Training will coordinate with other administrative units to provide orientation and onboarding for all new hires and ensure agency staff have access to resources offered by external agencies such as the Office of Employee Relations, Deferred Compensation, the State Retirement System and the Employee Assistance Program. The Director of Training will coordinate with other business units requiring the Training Unit’s skills and resources including team building activities, meeting facilitation, Webex support, and event planning.
The Director of Training will perform the following duties, which will include, but are not limited to:
• Align training initiatives with the agency’s statutory mandate, strategic plan, and performance goals.
• Design, implement and evaluate agency training resources and curriculum as necessary to address agency needs.
• Collaborate with other business units to support training programs for external stakeholders.
• Develop leadership development programs for supervisors and managers.
• Oversee the use of the State Learning Management System (SLMS) to maintain a complete training record for all employees and ensure agency staff compliance with mandatory training.
• Coordinate with business units to identify skill gaps and develop solutions to address the gaps.
• Oversee the agency’s training assignments and calendar to ensure statewide coverage of courses.
• Maintain training records including participation, feedback surveys, and completion rates.
• Oversee onboarding program for new staff ensuring proper and professional notification, scheduling, and speakers are prepared.
Develop and maintain good working relationships with training organizations, vendors, and educational institutions.
• Coordinate with the communications team to standardize curriculum and training materials across divisions and external stakeholders.
• Represent the agency at professional training associations within and outside of State government.
• Communicate orally and in writing with a variety of individuals including their supervisors, agency program managers, supervisors and employees, subordinates, and staff from other State agencies and outside organizations.
• Establish and maintain working relationships with those individuals to foster their assistance and cooperation and to ensure timely development and implementation of programs.
•Supervise the training team including managers, curriculum developers, and facilitators.
•Assist Executive team in coordinating the annual Leadership Retreat.
Minimum Qualifications Preferred qualifications:
- The ideal candidate will have at least 5 years of training experience in a NYS agency. At least 2 years of this experience should include supervisory experience.
- The Director must be familiar with and be able to implement principles and technologies to plan, organize, and implement the agency’s training program.
- The ideal candidate should have experience developing curriculum and presenting training for Law Enforcement and First Responders.
