Job Specifics
Duties Description The Office for People With Developmental Disabilities (OPWDD) Division of Fiscal Policy and Management is seeking a person to work as a Resources & Reimbursement Agent 2 (Assistant Office Manager) in the local Financial Benefits & Entitlements Assistance & Management (FBEAM) Office. The RRA 2 is part of the FBEAM team responsible for securing Medicaid, Medicare, SNAP (food stamps), Supplemental Security Income, Social Security and other benefits for the individuals residing in state operations.
Duties include but are not limited to:
• Oversight of financial benefit applications for Medicaid, Medicare, Social Security, SSI, RRB, VA, SNAP and other unearned income benefits, ensuring eligibility for programs is maintained, all entitlements are secured, and any denials are correctly appealed.
• Function as the liaison with private agencies, other governmental units, the local DDSOO, DDRFO, other OPWDD staff, advocates and individuals served by the agency.
• Identify financial benefit training needs and provide training to nonprofit, DDRFO, DDSOO and FBEAM staff.
• Function as local FBEAM systems administrator.
• Perform billing account management for individuals in state operations; ensure correct statutory personal allowance.
• Maintain office workflow, ensuring assignments for projects, workgroups and committees are brought to a successful conclusion.
• Provide supervision to clerical staff and manage the office in the absence of the Office Manager.

Minimum Qualifications Promotion:
One year of service as a Resources & Reimbursement Agent 1 and reachable for appointment on the current Civil Service Eligible List for this title.
Transfer:
Candidates must have one year of permanent competitive, non-competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Additional Comments • Please note that starting salary for this title reflects the Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for PS&T Grade 20 ($74,193) and Downstate adjustment ($4,000). Downstate adjustment is added to the job rate ($94,121).
• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.
• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.
• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume.
• All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility.

The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer. ° Up to three (3) days professional leave each year to participate in professional development events.

• Paid Parental Leave:
